Mission and objectives

UNDP has a long-standing partnership with Small Island Developing States?(SIDS), with an estimated annual value of US$300m, supporting SIDS to advance national development priorities and respond to diverse challenges and opportunities.?UNDP’s?upgraded SIDS offer responds to their most pressing needs as well as greatest opportunities for accelerating sustainable development. Building on multipliers that promise to accelerate progress across the SDGs, and building on?UNDP’s?comparative advantage and specific expertise, UNDP is expanding its support in: Climate Action, developing Blue Economies and promoting Digital Transformation.

Context

As a new component of the UNDP SIDS offer Rising up for SIDS, the SIDS Data Platform – data.undp.org/sids – is a digital tool for accelerating development by providing policymakers, research institutions, and country offices with access to updated, standardized, and comprehensive data. The visualization and analytics features of this platform are built to help SIDS to respond to the SAMOA Pathway and the 2030 agenda by rising up to the urgent challenges of climate change and their green and blue transition. By focusing on the needs of SIDS, this tool has been designed specifically to feature datasets about Digital Transformation, Blue Economy, and Climate Action. To accompany the launch of the SIDS Data Platform, the data course will be launched to advance data science capacity in SIDS. This self-paced course will provide an introduction for civil servants and other stakeholders to assist them in developing data-driven approaches to transformative development in SIDS. The course will leverage the new data product from the SIDS Data Platform including a large database of country-level indicators and geospatial datasets. As data is becoming increasingly relevant globally and in SIDS specifically as they advance their digital transformation, it is essential to advance technical capacity in parallel with the development of data and digital ecosystems. Taking ownership of their own data and digital systems is essential to allow SIDS to take full advantage of the data revolution, decolonize their data, and develop solutions using data based on their own context and challenges.

Task description

‘Data in SIDS for the SAMOA Pathway and 2030 Agenda’ is a new course to support technical capacity-building in SIDS, in order to take advantage of advances in data access and analytic methods. These course will include interactive content as well as discussion boards and virtual workshops, bringing together participants from SIDS globally to share their expertise and perspectives. The course will make use of the new innovative SIDS Data Platform as a key resource for data discovery and access. The 6 weeks will each focus on a specific module: Module 1: Intro to Data in SIDS, Module 2: Country-Level Indicators, Module 3: Data Visualization, Module 4: GIS, Module 5: Machine Learning, Module 6: Future of Data in SIDS The materials and discussion boards will be held on UNDP’s Learning For Nature platform, and be freely available to all participants. The course will first be launched in English, with subsequent courses also conducted in Spanish, French, and Portuguese. At the end of the course, participants will receive a course certificate. From April to December 2023, a series of 6-week courses will be held on data science in SIDS focused on how SIDS can more effectively utilize data to address their shared challenges and make use of their unique opportunities. Each week of the course will first present participants with a video presentation and reading materials for each module. Then participants can engage with open exercises that make use of the SIDS Data Platform to access data or visualizations to explore focus areas of each participant. The course will operate with a cohort model, bringing SIDS stakeholders from island around the world in order to share experiences and expertise. There will be a discussion board that participants can then share their findings with the cohort, and engage in discussion about specific data points, trends, or relevant approaches. Weekly virtual meetings will be held to discuss each course module, answer questions, and hold an open forum on how the SIDS community can advance data science related to this specific module. Our team at UNDP has built the scripts for the 6 video modules for the course, and now are looking to convert these scripts into presentation format so they can be recorded as videos. We are looking for an experienced video editor to lead the mastering of the videos, working with presentations, audio recordings, and subtitles to master the course videos released in 4 languages.
