Organisational Setting and ReportingThe Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. This position is located in the United Nations Economic and Social Commission for Western Asia (ESCWA), in the Climate Change and Natural Resource Sustainability Cluster. The Sustainable Development Officer works under the overall supervision of the Climate Change and Natural Resource Sustainability Cluster Leader and reports directly to a Senior Economics Affairs Officer.

Responsibilities

Within delegated authority, the Sustainable Development Officer will be responsible for the following duties:

  •  Develops databases and qualitative information on food and water security, and food systems transformation required for recurrent or ad-hoc assignments.
  •  Drafts inputs for technical papers and analytical studies to address issues related to food and water security, building resilience of food systems to climate change, and other food systems transformations issues.
  •  Attends international, regional, and national meetings for consultations with colleagues in other institutions dealing with sustainable development issues, and particularly on food and water security, and food systems.
  •  Assists in the organization and servicing of expert group meetings, seminars, etc., including drafting and presenting pertinent reports and information.
  •  Prepares speeches and other inputs for presentations by senior staff on food and water security, food systems and related sustainable development issues.
  •  Participates in missions on food security and sustainable development issues, usually as a member of a team.
  •  Organizes training seminars/ workshops for national experts addressing food, water and climate change.
  •  Monitors, backstops and assesses the implementation of capacity building projects.
  •  Performs other duties as required, including administrative tasks.
  •  Undertakes on-the-job and other training activities both internally and externally.

EducationAdvanced university degree (Master’s degree or equivalent) in food security, water resource management, sustainable development, economics, natural resources management, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work ExperienceA minimum of five years of progressively responsible experience in sustainable development issues related to food, water or food systems is required. Demonstrated experience writing on food, water or agricultural sustainability is required. At least 1 year work experience focused on the Arab region is desirable. A minimum of one year experience in food security policy-oriented work at the international or regional levels is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English and Arabic is required. Knowledge of French is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

AssessmentEvaluation of qualified applicants will include one or more assessments which will be followed by a competency-based interview.
