Job Title: Strategic Information (SI) Officer (Consultant) – ICHSSA 2

Position Summary

  • We are looking for a Strategic Information (SI) Officer to support USAID/Nigeria’s Integrated Child Health and Social Services Award (ICHSSA) program.
  • The purpose of ICHSSA is to reduce the impact of Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (HIV/AIDS) on orphans and vulnerable children (OVC). ICHSSA will ensure that OVCs are cared for and protected by their households, communities, local and state governments.
  • The Strategic Information (SI) Officer will be responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results.
  • S / he will lead all efforts to strengthen monitoring and evaluation, and performance reporting within the geographic area of activity.
  • S / he will liaise with relevant technical advisers, counterparts responsible for district and provincial level strategic information and monitoring, evaluation, and support coordination with national Management Information Systems (MIS).

Key Performance Areas

  • Serve as the focal person for all M&E-related functions
  • Manage project-specific M&E framework and plan including data collection and systems requirements.
  • Hold overall responsibility for oversight and achievement of M&E requirements/expertise.
  • Provide M&E mentoring, support and leadership to ensure adequate capacity exists to support project activities.
  • Conduct routine data quality assurance exercises and ensure data integrity.
  • Enter routine data into m2m databases and systems by monthly due date.
  • Manage project evaluations including synthesis of information and managing dissemination towards improved knowledge sharing/management.
  • Facilitate data utilization including guiding routine performance monitoring ensuring provision of analytical data to inform effective QA/QI.
  • Coordinate any project-related operations research & publications portfolio in collaboration with technical specialist.
  • Lead project M&E related internal and external reporting
  • Provide relevant strategic information for evidence-based programmatic and strategic decision-making.

Educational Requirements

  • Bachelor’s Degree in one of the following: Public Health, Epidemiology, Social Work, Monitoring & Evaluation, Demography, Biostatistics, Statistics, Analytics or a related field is required. A Master’s degree in Public Health is preferred

Professional Experience / Requirements:

  • Degree in Medical Field, Social Sciences or related disciplines with at least 4 years.
  • Cognate experience, which must include at least 2 years in Programming for OVC and subgranting to CBOs.
  • Knowledge of health systems strengthening activities, knowledge of health programs with the Nigeria public sector, NGOs / CBOs and collaborative relationship and liaison with community leaders.
  • He / she will assist in strengthening technical capacity of CBOs, LGAs and State in OVC programming, service provision and governance as well as provide guidance on referrals for the uptake of services and participate actively in referral coordination meetings.
  • Ensure accurate and appropriate reporting of all project activities including plans, implementation progress, annual reports, and workshops.
  • Lead the development of communications materials including quarterly reports, success stories, and blogs to highlight key issues, achievements, challenges, and lessons learned.
  • Fluency in English.
  • Willingness to travel to project sites and LGAs.

  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
