Specific Duties & Responsibilities

  • Provide oversight for the regular data collection across implementing entities and ensure the quality of the data by random verifications and validations while preserving data in a safe and accessible way
  • Provision of technical support on SI and evidence-based recommendations to the relevant program team and stakeholders including thematic leads.
  • Supervise the implementation of SI field activities and ensure they adhere to the organization, GON and USG Monitoring and Evaluation system.
  • Coordinate and engage thematic POCs, supported entities and state stakeholders to collect data against agreed indicators in line with GON and USG requirements
  • Provide oversight and support for use of program Monitoring and Evaluation tools across all supported entities programming in the health and non-health sector.
  • Coordinate validation of community processes and conduct completeness, consistency and accuracy checks on all data including EMR extracts before upload and submission to USG/CDC/PEPFAR DATIM/DHIS, NDR and NDHIS portal on a quarterly, semiannual and annual reporting cycles for assigned supported entities.
  • Support point of contact for external M and E activities including meetings coordinated by Donor and GON (NACA/NASCP)
  • Identification of capacity building needs for the state SI teams and facilitate related processes to ensure systems are optimized for proper reporting of community services
  • Coordinate, collate and review SI narrative report on monthly and quarterly basis
  • Support processes to ensure complete health sector and nonhealth data reflects 100% on all reporting platforms for assigned thematic areas
  • Support processes to improve state level reporting of data and promote data use across thematic areas including recency and self-testing across the program.
  • Support surveillance and quality improvement activities in collaboration with CO evaluation team
  • Develop customized community DQA strategy and templates for analysis in collaboration with the DQA lead
  • Perform any other duties assigned.

Qualifications & Experience

  • Minimum of a University Degree in Social sciences, Natural Sciences, Computer science, Public Health, Statistics or any related field
  • A minimum of 5 to 6 years’ experience in a mid-level reporting position with Local or International NGOs; preferably in HIV Care and treatment.
  • Master’s Degree in Epidemiology, Biostatistics, Public Health, International Health Management, Big Data science, Computer Science will be an advantage.
  • Knowledge and experience with using the harmonized National Tools for both health and non-health
  • Experience with DHIS, DATIM, and NDR reporting a plus
  • Knowledge of MS Word, Excel, Power Point and Access required;
  • Knowledge and Experience reporting of MER indicators.
  • Demonstrated ability to work cooperatively as a member of a team and lead;
  • Ability to analyze and interpret large amount of information;
  • Excellent communication and interpersonal skills.
