Overview

The position is assigned in the Bangladesh Resident Mission (BRM) within the South Asia Department. SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB’s sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka.

Job Purpose

The Senior Project Officer (Transport) contributes to the Resident Mission (RM) by handling loan/technical assistance (TA) processing and administration, portfolio management, sector work, and other general sector activities, covering public sector operations, with focus on areas relating to transport sector. He/She takes the lead role in the processing and administration of assigned loans and TAs. The incumbent will report to the Country Director and/or designated international staff (IS) and may supervise administrative staff (AS)

Responsibilities

Programming & Project Processing

  •  Possesses a thorough understanding of ADB policies and regulations related to project processing in transport sector.
  •  Participates in all policy dialogues related to transport sector, such as Country Consultation and Country Programming Missions, provides oversight and contribution to background studies and sector assessments, participates in the project processing missions and provides all necessary inputs.
  •  Supports processing teams in achieving project processing and readiness milestones and advises processing teams on government procedures and ways to advance readiness milestones.
  •  Liaises with and supports headquarters and government agencies/development partners, private sector partners, and other stakeholders to facilities formulation, processing, administration and monitoring of ADB-financed loan and TA projects primarily in the areas of transport and other assigned sectors.

Project and TA Administration

  •  Administers the implementation of projects by monitoring the progress of assigned projects, actively identifying issues and taking actions to address them, preparing internal procurement papers, review of procurement documents and papers for extension of loan closing dates and reallocation of loan proceeds, and other project administration tasks.
  •  Maintains close cooperation with other international donors and undertakes meetings and consultations with them, especially in areas relating to donor coordination and harmonization in sector work.
  •  Administers the implementation of assigned TAs by providing administrative support in the recruitment of consultants, organizing tripartite meetings, and preparing relevant correspondence. Provides team leadership (where assigned as lead) by facilitating work planning, delivery and reviews with the team and monitors the progress of assigned projects and prepares project performance reports.
  •  Prepares and updates forecasts of contract awards and disbursements, identifying factors responsible for shortfalls and expediting achievement of target levels where possible.
  •  Identifies issues and takes actions to address them through interactions with executing agencies (EAs), contractors, consultants, and project beneficiaries; prepares measures to address the issues and implementing the measures.
  •  Provides advice to government agencies, EAs and sector entities on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents, etc. to ensure effective implementation.
  •  Assists EAs in the areas listed above for project administered by various sector divisions in the HQ.
  •  Independently prepares Project Completion Reports (PCRs) / TA Completion Reports (TCRs) as and when assigned.
  •  Leads or participates in project administration missions.
  •  Supports and participates in Tripartite Portfolio Review Meetings and Country Portfolio Review Missions
  •  Provides support for policy dialogues with government on policy and institutional issues.
  •  Maintains close cooperation with other international donors and undertakes meetings and consultations with them, especially in areas relating to donor coordination and harmonization in sector work.

Sector Work

  •  Contributes to transport sector work in the field by assisting in conducting research, updating information, analyzing financial, institutional or economics uses, and preparing reports on the subjects.
  •  Assists in the preparation of transport sector assessments within the context of development aid effectiveness and national sector strategy to be utilized for programming purposes.
  •  Maintains up-to-date knowledge base of future government investment plans and approval processes, organizational structure and policies relevant to the transport sector.
  •  Prepares inputs for transport sector database for portfolio management.
  •  Acts as the transport sector focal point and maintains close relationships with relevant Government agencies and Headquarters staff.

Other Operational Support

  •  Facilitate the policy dialogue in transport sector with the concerned government agencies.
  •  Helps to organize, contributes to, supports, and participates in meetings, conferences, seminars, and workshops.
  •  Organizes and conducts training workshops for EAs in areas relating to project management, procurement, social safeguards, and financial management.
  •  Provides guidance to junior officers to facilitate work planning, work execution and quality control.
  •  Performs other duties that may be assigned as reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

  •  Bachelor’s degree in transportation engineering, and other relevant disciplines, preferably with Master’s Degree or equivalent.
  •  At least 8 years of relevant professional experience in transport sector (road or railways), including project management and implementation and at least 4 years of supervisory experience. Work experience with international organizations or abroad will be an advantage.
  •  Hands-on experience in either road safety, or road maintenance, or railway design/construction/operation, or transport economics, or roadway design.
  •  Experience and knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management). Understanding and knowledge of the International Federation of Consulting Engineers (FIDIC) conditions of contract will be an advantage.
  •  Familiarity with accepted best practices of procurement and disbursement processes.
  •  Sound knowledge of government administrative systems and procedures.
  •  Familiarity with local languages and institutions.
  •  Excellent written and verbal communication skills in English is required.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
