Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Senior Field and Programme Coordinator, the Senior Programmes Coordinator (Protection) will be responsible and accountable for developing, overseeing, coordinating and managing the successful implementation of the portfolio of Protection programmes and projects of IOM in Yemen and the Country Office (CO)’s plans and policies to ensure IOM Yemen’s mandate and objectives are met with respect to the Protection programme.

Core Functions / Responsibilities:

  1. Formulate and develop the CO’s protection strategy to ensure the centrality of protection in IOM Yemen’s programming.
  2. Supervise the analysis of political, social and economic trends and lead the formulation, strategic analysis, planning and evaluation of programme activities and provide policy advice for programme management and portfolio development.
  3. Coordinate IOM Yemen’s presence and support within the framework of regional and international processes and/or dialogues on migration and protection relevant to Yemen and the region, provide expert technical assistance as required, and ensure that programming across the CO has integrated protection outcomes in their interventions.
  4. Identify and oversee the development of new protection programmes and strategy-level modifications and respond to changing host country and donor requirements. Lead the development of interventions that position IOM in new developments and new strategic areas in consultation with the Protection Division (PXD) Regional Office (RO) MENA, HQ, Member States and relevant actors. Proactively mobilize resources and donor funding to sustain the protection programme and establish new thematic areas of technical intervention and strategic partnerships that would promote the expansion of the IOM Protection portfolio at the country and regional level.
  5. Represent IOM as the co-lead of the Refugee and Migrants Multi-Sector (RMMS), ensuring active participation in the sector with a focus on providing a strategic vision for the sector, that proper coordination mechanisms are in place, regular engagement with the Inter-Cluster Coordination Mechanism (ICCM) and other forums, timely and accurate reporting of sector needs, gaps and achievements and the application of common standards and guidelines across the sector.
  6. Lead IOM Yemen’s engagement in the IOM Regional Migrants Response Plan (RMRP), representing the Yemen CO at relevant forums and ensuring that the CO’s strategy is in line with the RMRP framework.
  7. Carry out initiatives to promote IOM’s image and donor visibility, and to increase the level of IOM activities in the country. Represent the Organization and give presentations related to programmatic areas at national and international conferences and meetings.
  8. Supervise and build capacity among protection programme staff, comprising a multi disciplinary approach. Support the CoM with improvements to staff structures, improving lines of communication and accountability, resolving tensions in reporting lines and seeking opportunities for staff development.
  9. Actively liaise with the Protection Cluster, other relevant agencies, government authorities /entities and any other relevant stakeholder to ensure that IOM Protection activities are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level.
  10. Facilitate knowledge generation and management through the identification of best practices and lessons learned to ensure more comprehensive and efficient delivery. Coordinate the CO’s knowledge products development and knowledge service delivery.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Development Studies, Humanitarian Aid, Protection, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Demonstrated experience in managing Protection related programmes, at a managerial professional level in emergency and conflict environment;
  • Protection technical and managerial experience to guide and lead the Protection project teams;
  • Effectively coordinates actions with protection actors in a fragile country context; and,
  • Demonstrated experience in managing and mentoring staff.

Skills

  • Excellent Monitoring and Evaluation Skills, applied in protection programming; Managerial Skills; Organizational Skills; Accuracy; Ability to work with minimal supervision;
  • Delivers on set objectives in hardship situations;
  • Effectively coordinates actions with other implementing partners; and,
  • Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of either Arabic, French and/or Spanish is an advantage.
