Under the overall supervision of the Director, Department of Operations and Emergencies (DOE), direct supervision of the Head, Preparedness and Response Division and in close coordination with the Information and Communications Technology (ICT) Division Central Teams, DOE Heads of Division, DOE Director’s Office and in liaison with relevant Heads of Units, the Senior Information Management and Digitalization Coordinator will be responsible and accountable for the development and coordination of the Department’s Information Management Systems, including crisis response digital tools and platforms in HQ and country offices, and contribute to DOE Fit for Purpose Strategy.
Core Functions / Responsibilities:
Management and Supervision:
- Analyze data and information needs of relevant DoE audiences.
- Design, review and maintain systems for data collection, collation, and analysis and develop dissemination products to meet information needs of relevant DoE audiences.
- Develop and maintain a comprehensive mapping, assessment and analysis of the existing DOE-relevant information management systems and crisis response digital tools and platforms for the purpose of streamlining, improving inter-operability and maximizing resource efficiencies. Examples include but are not limited to:
- Those relevant to operations that are developed/maintained at the field level.
- Assistance Tracking System (ATS), Community Response Map (CRM), IOM Roster, Emergency Manual, Global Crisis Response Platform, Emergency Preparedness Dashboard, Migrants in Countries in Crisis (MICIC) repository of practices, PRD Knowledge Management Sharepoint, RMM Portal, RMM statistics/data management, DTM Biometric Registration and Verification System (BRaVe) and other digital tools used by the various units within DOE.
- KPIs that feed into the SRF, PRIMA and IQBis – Global Activity Report.
- In coordination with the DOE Director’s Office, Division Heads, ICT and RO and mission focal points, develop and implement the DOE Information Management and Digitalization Strategy, including a digitalization roadmap and master plan working towards an appropriately managed integration of existing platforms to support decision-making and programme planning.
- As part of the DOE Information Management and Digitalization Strategy, design, implement and maintain an integrated mechanism for data and information management for DOE related products, including various in-house and third-party applications to ensure the most effective and efficient processes to deliver timely, accurate and reliable information for operational, monitoring and reporting purposes.
- Plan, develop and supervise the implementation of all activities of the IM and Digitalization Strategy ensuring quality output, allocation of resources to achieve the identified outputs, selection of personnel and partners and overall management functions. Provide solutions where there are obstacles and challenges encountered. Develop guidance notes to field missions and other users in support of operationalizing platform.
- Conduct regular review of the integrated platform to facilitate iterations and further development activities.
- Provide technical guidance and oversight of programme officers, technical advisors, project assistants and operational teams and assign tasks in compliance with programme implementation strategy.
- Identify information management and digitalization programme opportunities and describe and justify possibilities consistent with approved programmes and ongoing activities. Review country and/or regional activities and recommend programme improvements.
- Prepare or ensure timely preparation and submissions of all Information Management and Digitialization reports according to IOM and donor formats as required.
- Support resource mobilization for further development of the integrated platform as well asother digital innovation through close collaboration with Donors, Partner agencies, governmental counterparts at national and regional levels, and other relevant humanitarian stakeholders.
Representation and Coordination:
- Represent DOE at meetings and in working groups relevant to Information Management, Innovation and Digitalization and serve as the primary focal point on such matters as delegated by the Department Director or by the Head PRD.
- Coordinate with Divisions and Unit Heads within and outside of DOE to ensure that DOE’s Information Management Systems and Digitalization initiatives are well-coordinated and leveraged where appropriate.
Technical Support and guidance:
- Champion and support strict compliance with ICT Policies and Standards, while proposing innovative technology solutions to improve operational efficiency.
- Coordinate IM and digitalization support to emergency operations related to migration crisis including on data management, production of information products, and design and implementation of technological solution for IM purposes.
- Supervise the Information Management and Digitalization staff in safeguarding, designing,and developing and maintaining relevant systems and modules according to the needs and requirements of DOE and stakeholders.
- Guide/instruct staff in preparation of tools and mechanisms for successful data collection, processing, analysis and storage.
- Guide in the design/outline of project output products like: lists, maps, recommendations, summary recommendations, and best practices.
- Lead in the development and maintenance of databases and other information management/reporting systems for the department.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
- Master’s degree in Computer Science, Social Sciences, Information Management, Decision Sciences, Data Sciences, Information Systems/sciences, or a related field from an accredited academic institution with seven years of relevant professional experience; or
- University degree in the above fields with nine years of relevant professional experience.
- Experience in Information Management or Digitalization of Humanitarian Operations or other DOE related work;
- Experience in the development and implementation of integrated information management systems a distinct advantage;
- Experience in managing complex information management or digitalization projects.
IOM’s official languages are English, French, and Spanish.
