Context:

Under the overall supervision of the Director, Department of Human Resources Management (DHR) and direct supervision of the Head, Integrated Talent Management Unit (ITMU); and, in close collaboration with the DHR Units and relevant Departments/Offices at Headquarters (HQ), the Administrative Centres in Manila (MAC) and Panama City (PAC), the Senior Human Resources Officer (Workforce Analytics and Reporting) will be responsible and accountable for managing the HR Analytics function of DHR and will lead the collection and analysis of meaningful HR data and implement IOM’s HR Analytics Roadmap to provide sound, significant and informative data and analysis to fulfill the Organization’s mandate and objectives most effectively. This includes the HR strategies, planning, operations and monitoring of several simultaneously ongoing HR processes and projects, including the Business Transformation.

The Senior Human Resources Officer (Workforce Analytics and Reporting) will identify and set up best practices on data analytics and implement a modern analytics strategy, encompassing descriptive and diagnostic analytics, as well as predictive analytics tools and methods. The incumbent will act as HR data analytics Focal Point in DHR, and will communicate the benefits of the function, promote capacity building, and strengthen the management decisions.

Core Functions / Responsibilities:

  1. Build a modern HR business intelligence function, working with the current IOM Data Analytics Roadmap and expanding current capacity by a forward-looking data analytics strategy.
  2. Collaborate with relevant DHR Units and other relevant Departments/Offices in HQ, MAC and PAC to promote data governance and stewardship and to improve overall strategic and operational data generation and analyses.
  3. Research and advocate internally for the constant improvement of HR metrics and analytics processes and technology.
  4. Support the Head of (ITMU) and the DHR Team to identify business challenges and using data analyses to implement changes and make significant contributions to the integration of HR data into business processes.
  5. Enhance the Predictive Analytics and Prescriptive Analytics functions of the Organization to better inform for future decisions and long-term HR Strategy.
  6. Introduce new dashboards, data policies and business intelligence tools to improve quantity and quality of information and Key Performance Indicators (KPIs) to be used as solid and comprehensive basis for pro-active and goal-oriented management decisions.
  7. Lead the entire lifecycle of HR Management Analytics, informing and following up on trends and patterns with attention to recruitment, retention, motivation, diversity, turnover, staff development and learning, staff wellbeing, compliance, ethics, etc.
  8. Manage the HR Analytics function by coordinating and determining priorities, allocating resources, introducing modern methods and tools and providing training and capacity building to the relevant staff when required.
  9. Identify and recommend reasonable short-, mid-, and long-term activities and milestones, KPI’s and benchmarks for key metrics to improve the Human Resources organizational processes.
  10. Provide expert advice and guidance on meaningful HR metrics, design and delivery of HR-related reports/metrics on workforce analytics, learning reporting, recruitment reports, diversity and performance management to measure the efficiency and effectiveness of human resources management in Organization.
  11. Prepare reports and presentations to various decision-making bodies, internally and externally, using suitable data visualization methods and business intelligence tools.
  12. Act as Focal Point for HR Analytics in the Organization; coordinate and facilitate the delivery of HR analytics support and advice across IOM’s executive structures; support building the data analytics capacity by HR Officers and HR Focal Points at the Regional and Country Offices.
  13. Represent DHR on internal and external professional fora, conferences, workshops and other events related to DHR’s data analytics function.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Human Resources, Organizational Development, Business Administration, Public Administration with specialization in Data Science, Computer Science, Applied Mathematics or Statistics, Finance, Economics and/or Management Information Systems or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • A minimum of seven years (nine years for bachelor’s degree holders) of relevant professional experience in a large private or public international organization or corporation, with management experience;
  • Experience in demonstrating thorough knowledge of the practical application of data analysis in the Human Resources field, data-driven strategic vision and technical expertise in different data visualization platforms;
  • Experience in advising on systems, policy issues and priorities and formulating policy, plans and procedures;
  • Experience in organizing and delegating work and supervising staff; and,
  • Experience with the human resources landscape in the UN Common System or similar international/multilateral organization is an asset.

Skills

  • Computer literate with practical experience with Microsoft applications and an intimate knowledge of Oracle.
  • Demonstrated analytical and problem-solving skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Excellent command of data analytics information technologies and programmes (Splash BIand Power BI); and,
  • Proven interpersonal and influencing skills, including the ability to work effectively with senior-level stakeholders.

Languages

IOM’s official languages are English, French, and Spanish.
