Title: Senior Human Resources Officer

Background:

The purpose of the five-year (2020-2025) “State Accountability, Transparency and Effectiveness” (“State2State”) Activity is to increase the accountability, transparency and effectiveness of selected state and local governments (LGAs) in Nigeria. This will be achieved by: strengthening governance systems (with a focus on public financial management [PFM] and procurement, as well as monitoring and evaluation) related to the delivery of services in key sectors (basic education, primary health care, and water, sanitation and hygiene [WASH]); increasing government responsiveness to citizen needs and priorities; and improving government and civil society capacity to manage conflict (through work on prevention, mitigation and reconciliation with the same sectoral partners, not stand-alone assistance to the police or judiciary). State2State will achieve this purpose by facilitating the strengthening of subnational governance systems in a sustainable manner, supporting the efforts of local reformers, and building on locally derived solutions including, to the extent possible, reforms already working in other parts of Nigeria.

Position Objectives:

The Senior Human Resources Officer will assist the Director of Finance & Administration (DFA) in the day-to-day operations of State2State Human Resource Management (HRM) and act as key liaison, including communication and coordination with DAI/Nigeria (DAI/N), for all national HR and Contracting matters.

Responsibilities:

The Senior Human Resources Officer will:

  • Contribute to the development and monitoring of overall HR strategies, systems, tactics, and procedures across the Activity.
  • Nurture a positive working environment.
  • Liaise with DAI/N on payroll and benefits management, including collating of monthly timesheets and updating labor trackers, and Nigerian Labor Law issues, and reporting any complications to the DFA for resolution.
  • Assess employees’ training needs and lead the actualization of the agreed training protocol in consultation with senior management.
  • Ensure State2State complies with local laws in the organization’s HRM (e.g., statutory deductions, remittances, gender issues, holidays, insurances, etc.).
  • Act as first point of contact on queries from the state offices regarding HRM; hence, proactively shaping State2State’s response to its staff and workplace HR issues.
  • Undertake visits to field offices, as and when needed, and respond to queries from the states to develop staff capacity and ensure implementation of the State2State Field Operations Manual (FOM) across the states.
  • In coordination with DAI/N, oversee all HR related issues related to contracts of Locally Engaged Staff (LES), a.k.a. Cooperating Country National (CCN) staff, regarding interviews, job descriptions, recruitment, staff confirmations, processing staff leave, including leave travel allowance (LTA) and confirmation, for monthly salaries calculation.
  • Manage and keep regularly updated, leave records, including earnings, requests, approvals, and usage.
  • Manage development and update quarterly the State2State Staff Leave Plan.
  • In coordination with DAI/N, lead workforce planning and recruitment operations and manage internal and external talent suppliers in consultation with management.
  • In consultation with DAI/N, advise State2State management on organizational HR policy matters such as equal employment opportunity, sexual harassment, disputes resolution, employee’s disengagement, and administering disciplinary procedures and recommend needed changes.
  • Oversee the maintenance of staff hard copy and or electronic files/records and compile statistical reports, as requested, concerning personnel-related issues.
  • Oversee induction for new hires and other relevant contractual arrangements with DAI/N Business Resources.
  • Conduct exit interviews of State2State staff to identify reasons for employee resignation.
  • Collate required data, including updating information and documentation as required, for the health insurance scheme and group life insurance scheme.
  • Develop position descriptions, e.g., scope of work (SoW), terms of reference (ToR), job description, in coordination with Technical Team Leads (TTLs) and maintain organized and easily retrievable HR files of staff.
  • Supervise the process leading to the conducting of annual staff performance appraisals across all states and support the line managers to see to its timely completion.
  • Any other HR task, of a reasonable nature, as required.

Key Performance Indicators:

  • Accuracy in and timely work completed,
  • Staffing efficiency, including hiring managers’ satisfaction,
  • Turn-around time for resolving personnel issues,
  • Rate of recruitment of qualified talent,
  • Consistency in the regularity of salaries and other remunerations.

Reporting:

The Senior Human Resources Officer will report to the Director of Finance & Administration (DFA) and shall supervise the Human Resources Assistant.

Requirements:

  • University degree or an HND in HRM, Economics, Administration, Sociology, Psychology, Philosophy, Public Policy/Administration, or other similar discipline.
  • Minimum of 6 years’ working experience in Human Resources.
  • A people orientated and results driven attitude.
  • Willingness and ability to train and be trained.
  • Experience with HR metrics.
  • Excellent communication skills, including active listening, negotiation, and presentation skills.
  • Competence to build and effectively manage interpersonal relationships at all levels of the company and State2State Activity.
  • Familiarity with Nigerian Labor Law and HR best practices in Nigeria.
  • Excellent English language skills, verbal and written.
  • Functional independence with the initiative to manage high-volume workflow.
  • Skills to interact with diplomacy and tact and follow up on requests in a timely and efficient manner.
  • Good working knowledge of Microsoft Suite (especially Excel, Access, PowerPoint, and Word).
  • Willingness and ability to travel throughout Nigeria, and to work extended hours when necessary.
  • Membership in a HR professional body, or an ‘in-view’ status of membership will be an advantage.
