Job Summary

  • The Regional Gender & GBV/iE (Gender Based Violence in Emergency) Program Initiatives Manager is a central position for CARE West Africa’s efforts to strengthen gender and GBV/iE integration into country offices and regional programming and, to support development and/or implementation of transformative programming approaches and models that support attainment of greater impact at scale.
  • The position will ensure that gender, GBV and Protection are put at the centre of CARE West Africa’s humanitarian and (humanitarian-development and peace) nexus work by providing capacity building and technical support to countries and regional teams. S/he will be responsible for implementation of the Regional Roadmap’s GE priorities and provision of support to country technical teams for implementation of the same at the country level.
  • S/he will initiate and oversee GE related regional research and evaluation studies that build evidence to support the WA regional and CO engagements and influence.
  • Reporting to the DRD-PQ (Deputy Regional Director- Program Quality), the position s/he will manage and/or oversee ongoing regional initiatives and related teams. In addition, s/he will coordinate development of new regional/multi-country GE initiatives in close collaboration with regional and country teams, as well as with relevant units at CUSA, CI and other CMPs (GE, WEJ, Innovations, Advocacy, etc. Teams).
  • S/he reports to the DRD-PQ with dotted lines to the CUSA/CI Gender and GBV/iE Technical Units/Coordinators at CI and CUSA level and will be a key member of the WARMU PQ regional team, where s/he will play a vital role in the broader strategic, programmatic fundraising and advocacy work of the WA region.
  • The Regional Gender and GBV/iE Program Initiatives Manager will represent CARE WA in gender, GBV/iE and protection regional spaces (forums and platforms) and facilitate information sharing and networking within the region and across the regions.
  • The position holder will be required to do substantial travels to countries in the region as well as occasional travels to other regions and globally for meetings and/or training events.

Responsibilities
Strengthening and scaling gender and GBV integration into country and regional programming:

  • Facilitate and/or lead on CARE WA COs and partners (where applicable)’s capacity building and technical support on gender and GBV to equip them with knowledge and skills to integrate gender into programming
  • Ensure that Gender and GBV approaches are mainstreamed into CARE WA’s development and nexus work at country and regional levels in collaboration with relevant units at CI and CMPs.
  • Provide technical support and accompany country teams’ efforts to integrate gender sensitive / responsive/ transformative approaches into programs designs, implementation and MEAL systems and processes.
  • Working with the CARE USA VSLA(Village Savings and Loans Association)s department, lead the discussion and process for strengthening, harmonizing implementation and scaling of the VSLA model
  • Take part in and provide support for the design/review and implementation of the regional strategic processes such as the regional roadmap, the regional advocacy strategy, etc.

Ensure GiE integration into humanitarian programs across the WA region:

  • Ensure GiE and GBViE standards, approaches, tools and materials are well socialized at the country and regional level. This includes approaches and tools such as GBViE, WLiE, RGA, etc.
  • Strengthen use of GBViE approaches and tools in CARE WA’s humanitarian and nexus work in collaboration with relevant units at CI and CMPs by, wherever possible, providing technical support to country and regional teams to integrate GiE considerations into EPPs and humanitarian responses, through participation in EPP processes when possible and/or review of draft plans
  • Support and/or coordinate the development of regional and national Rapid Gender Analyses.
  • Support the WA Regional team in reviewing and strengthening GiE in the current draft regional Roadmap
  • Participate in regional platforms related to Gender and GBViE work (Regional GBV working group, and GIHA)
  • Ensure that Gender and GBV/iE approaches are mainstreamed at country and regional levels.

Coordination of existing and development of new regional GE program and advocacy initiatives:

  • Ensure effective implementation, efficient use of resources, monitor measures of success and report on progress on existing initiatives
  • Work with CUSA, other CMPs, countries and other relevant units to mobilize funding for regional GE initiatives and multi-country projects.

Representation, advocacy and regional engagements:

  • Represent CARE at regional level on Gender, GBV/iE related issues, as appropriate, with key stakeholders including but not limited to donors, peer agencies, governments and private sector.
  • Take part in design and implementation of the regional advocacy strategy
  • Contribute to the gender and GBV/iE policy dialogues at the regional (and as appropriate global) level through coordination with CARE’s global Gender and GiE teams, CARE USA Humanitarian Team and CARE USA Policy and Advocacy Department, etc.)
  • Amplify the collective action of solidarity groups and networks and movements at community, national and regional levels
  • Participate in regional WLO and youth platforms and feminist spaces.

Support regional evidence generation, learning and scale-up of tested models:

  • Dissemination of experiences from implementation of the regional roadmap/GE pillar priorities and other regional initiatives to the COs, various units, CMPs, etc.
  • Contribution to policy analysis, collection/generation, and dissemination of evidence
  • Contribute to elaboration of implementation guidance for working with WLOs/YLOs, women-led advocacy and humanitarian response models
  • Support the replication and scaling up of promising models
  • Coordination of GE/GBViE related regional studies, evaluation and learning events
  • Participate in existing gender and GBV/iE communities of practice.

Qualifications

  • Bachelor’s Degree in Social Work, Social Sciences, Psychology, Gender Studies, or other equivalent/relevant area or training in Managing GBViE programs such as those organized by Inter-agency Standing Committee (IASC) in Gender-based Violence in Emergencies
  • 2 – 3 years’ experience in Gender, GVB/iE and protection in emergency contexts, including demonstrated expertise and experience in GBV case management. Experience in West Africa is preferrable
  • Must possess a strong knowledge of IASC GBV Guidelines (2017)
  • Must have strong adherence to the GBV principles and their practice in GBV response.
  • Strong knowledge of, and experience in integrating GBViE Minimum Standards in Emergencies and in working with various sector programs
  • Highly developed cultural awareness and ability to work well in an international multi-ethnic and multicultural environment
  • Ability to establish collaborative relationships with staff, partners and other stakeholders
  • Ability to travel to support project activities
  • Strong communication skills in French and English is a MUST have.
