Context:

Under the overall supervision of the IOM Libya Chief of Mission (CoM) and direct supervision of the Senior Programme Coordinator (Protection), the successful candidate will be responsible for managing and overseeing the IOM Libya Protection Division (PxD), case management, Community based protection and capacity building teams, including strengthening, and developing ongoing activities, and expanding the existing program of work while developing synergies between programme units in the Country Office (CO).

Core Functions / Responsibilities:

  1. Manage the case management, Community based protection and capacity building teams, including overseeing and assessing programme implementation and reporting within the various sections of the teams.
  2. Identify and advise on programming and potential funding opportunities to strengthen existing and responsive programming within activities of purview and for the whole of IOM Libya PxD.
  3. Prepare and/or coordinate inputs for and submit interim and final project reports in a timely manner to donors in coordination with PDSU.
  4. Ensure compliance of PXD minimum safeguards and integration of specific measures within the voluntary humanitarian returns operated out of Libya for the protection of vulnerable migrants including Unaccompanied and separated children. To that end: a. Lead on IOM Joint counseling engagement in Libya with UNHCR; b. Lead on development and follow up of the Joint SOP and Panel on Best interest Determination between IOM, UNHCR and UNICEF in Libya.
  5. Develop and manage training and capacity building initiatives for internal and external stakeholders under relevant thematic areas covered by the capacity building team.
  6. Expand on the IOM Libya Community based protection portfolio to better identify protection needs in communities through regular protection monitoring, focus group discussions and building interlinks with existing programmes on the ground.
  7. Substantively support the review of current IOM protection interventions targeting both migrants and internally Displaced Persons (IDPs) to ensure alignment with developments in overall UN strategic vision and objective.
  8. Participate in aligning the mission protection strategy along the six pillar approach in coordination with RO MENA PXD Division.
  9. Liaise with all relevant line Ministries, including the Ministry of Interior, Justice and Social Affairs, to ensure that proposed activities are understood, properly communicated and followed up.
  10. Represent IOM Libya PxD at the protection Sector meetings.
  11. Substantively support the PxD data, research and Policy unit to coordinate the collection, analysis dissemination and use of primary and secondary protection related data, especially for programming purposes.
  12. Backstop, monitor and assess budget and resource utilization of delegated projects in coordination with the Senior Programme Coordinator (Protection), and in consultation with Country Office’s Resources Management Unit and Project Development Support Unit (PDSU).
  13. Manage and undertake IOM advocacy efforts with Libyan Authorities and other relevant actors on the protection of migrants, alternatives to detention, increased and enhanced protection space for migrants and IDPs.
  14. Oversee the development of training and capacity building initiatives and tools for internal and external stakeholders under relevant thematic areas covered by the Protection Unit.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, Political, Social Sciences, Social Work or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in the field of migration, IDPs and refugee assistance and protection (including specific experience on Migrants and Refugee Protection)
  • Experience in emergency operations and liaison with Governments, other UN and non-UNhumanitarian actors.
  • Experience in working in a multi-cultural environment; and,
  • Experience in team management and coordination

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic and French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
