Project Information

The Livelihoods and Food Security (LIFT) Fund is a multi-donor fund established in 2009 to address food insecurity and income poverty in Myanmar. LIFT 2019-2023 is funded by eight donors – the United Kingdom, the European Union, Australia, Switzerland, the United States, Canada, Norway, and New Zealand. The United Nations Office for Project Services (UNOPS) is the Fund Manager for LIFT, administrating the funds and providing monitoring and oversight services.

The overall goal of the LIFT Fund is to achieve a sustained reduction in the number of people living in hunger and poverty in Myanmar. LIFT strengthens the resilience and livelihoods of poor and vulnerable populations through interventions to raise income, decrease vulnerability, improve nutrition, and support food security.

LIFT works with a broad range of implementing partners, including non-governmental organizations, United Nations agencies, the private sector, civil society, and academic and research institutions. Job-Specific Information

Under the direct supervision of the Monitoring and Evaluation Senior Manager, the Project Management Support – Analyst (Data Analytics) will be responsible for data analysis and reporting as well as providing training to implementation partners (IPs) on data entry. They will also provide technical support to other LIFT personnel, primarily the Monitoring and Evaluation team, on specific data required about the different indicators.

Functional Responsibilities

1.Data and Reporting

  •  Support design and construct a database and visualization system
  •  Develop data entry format and reporting designs by reviewing the report from partners.
  •  Ensure accurate and consistent input of data received from partners.
  •  Maintain strict confidentiality for data.
  •  Handling the Big Query data warehouse for data visualization in Google Data Studio.

2. User Support

  •  Develop the report design using Google Data Studio as a program requirement.
  •  Develop the report design using Google Sheets as a program requirement.
  •  Provide staff training on how to use the Google Data Studio.

3. Monitoring, Evaluation, Accountability and Learning (MEAL)

  •  Checking the achievements (by respective thematic indicators) of received clean data sets of M&E data reports (inception, quarterly, SAR, and AR) from individual thematic Senior M&E officers.
  •  Verify with respective thematic Senior M&E officers (if necessary).
  •  Combine all received data by thematic indicators for policy, system, and household level.
  •  Distribute the combined data set to the central M&E team and individual thematic Senior M&E officer.
  •  Prepare achievement data tables for SAR and AR.
  •  Prepare achievement data sets as requested by LIFT FMO and Donors.
  •  Collect the project villages information of each project from individual thematic Senior M&E officers, maintain and update this information for households survey and other activities.
  •  Provide the training to IPs’M&E staff on M&E data report.
  •  Develop the user-friendly but comprehensive report design of LIFT FMO’s project information (including up-to-date achievement) using Google Data Studio.

Education/Experience/Language requirements

a. Education

  •  A first level university degree (e.g Bachelor) in data science, data analytics, statistics or other relevant field is required.
  •  An advanced university degree (e.g. Masters) in data science, data analytics, statistics or other relevant field, is desirable but not required, and may substitute for 2 years of work experience.

b. Work Experience

  •  A minimum of 2 years of experience in research, data analytics, programming or related area is required.
  •  Experience in the use of Microsoft Excel, including design of database structures and development of appropriate interfaces (e.g. Microsoft Excel) for data entry, ensuring data quality and security, update records and fields, modification of database structure, and generation of customized reports is desired.
  •  Experience in analyzing data and producing reports is necessary.
  •  Excellent computer skills including Microsoft Excel, Big Query, Google Data Studio, and power query is required.
  •  Experience in training project personnel in the use of database management and different software applications is desired.Experience in writing and maintaining database design documentation and operating manuals is an asset.
  •  Experience in analyzing data and producing reports ise an asset.

c. Language

  •  Fluency in English and Myanmar languages is required.
