Position Title: Project Development Officer

Type of Appointment: Special short-term graded, six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of Chief of Mission and direct supervision of the Project Development and Support Unit Coordinator, and in close coordination with the Head of Programmes relevant Programme and Project Managers, Regional Thematic Specialists (RTSs) and departments at Headquarters (HQ), the Project Development and Liaison Officer will contribute to the programme/project development and design, and will document and recommend relevant project opportunities, and draft or generate project reports for IOM Burundi Country Office.

Core Functions / Responsibilities:

  1. Contribute to the development of new programmes and projects in close coordination with relevant donors, government counterparts and project partners, and provide technical inputs that respond to emerging trends and priorities and that are in compliance with donor interests and requirements as well as Burundi CO’s strategic objectives, country, and regional strategy and overall Strategic Vision.
  2. Provide technical support for the development of programmes and projects as well as concept notes in the areas of interest to Burundi CO, and coordinate endorsement of programme/project proposals/reports, fact sheets and other programme and policy documents.
  3. Contribute to the development and maintaining of effective working relationships with donor counterparts, programme partners, such as government authorities, diplomatic missions, and other relevant agencies and working groups.
  4. Support Programme and Resources Management units in monitoring programmatic progress through budget monitoring and support including liaison with relevant donors on budget modifications and project extensions.
  5. Provide technical and administrative support for the planning and organization of new programmes/projects. Monitor and backstop ongoing technical activities in compliance with IOM regional guidelines and the requirements of individual governments.
  6. In close coordination with Burundi CO’s programme units, support the review and coordination of timely and quality submission of programme/project proposals and reports according to IOM and donor requirements.
  7. Compile information requests and draft regular summaries and reports. Check that they are in line with donor requirements and are shared with relevant units.
  8. Research potential funding sources among government and nongovernment donors, in line with IOM’s overall strategy in the country, and regional strategy, and liaise with donor counterparts to discuss programme and project possibilities, coordinate new activities, and assist in raising funds for new programmes/projects.
  9. Participate in seminars and other meetings as requested.
  10. Undertake duty travel relating to project assessments as required.
  11. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in project development and project management, humanitarian andmigration-related activities, report writing and liaison with relevant stakeholders;
  • Experience working with UN agencies and/or international NGOs addressing migration andhumanitarian assistance;
  • Experience in technical writing, editing and reporting;
  • Experience in donor relations and report writing for relevant donors is an advantage;
  • Experience supervising and guiding staff, and managing administrative matters; and,
  • Work experience in the Region is an asset.

Skills

  • Effective programme/project development skills, strategic and creative thinking;
  • Strong management capability and experience;
  • Knowledge of migration and humanitarian issues and the relevant international partners and organizations;
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations, and private sector entities;
  • Good communication and negotiation skills. Excellent report writing skills; and,
  • Good computer literacy.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Kirundi and/or Swahili is an advantage.
