PURPOSE OF THE ASSIGNMENT

Under the overall supervision of the Head of Resilience, she / he will be part of the team which is responsible to support the development and implementation of a high-quality integrated resilience programme that aims to build and scale up resilience in Chad through two interrelated project components: a) Environmental and community resilience; b) Household and individual resilience that includes Nutrition specific and sensitive interventions and school meals.

The Resilience and Livelihoods Officer will focus on the technical aspects related to the implementation of the FFA activities with emphasis on the quality and integration of the created assets with other activities.

ACCOUNTABILITIES/RESPONSIBILITIES

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting to the Head of Resilience and within delegated authority, the Resilience and Livelihoods Officer will be responsible for the following duties: Contributing towards the development of the project

  •  Provide advice and oversight support to the development of livelihood and resilience building projects, plans, and processes, ensuring alignment with wider programme policies and guidance.
  •  Provide support specific and defined programmes and projects, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures as well as donors’ requirements.
  •  Support the development of operational plans, project documents and budgets development, beneficiary numbers / man days estimation, etc.
  •  Enhance WFP’s visibility in different forums on subjects related to livelihoods, resilience, food security, nutrition, engagement in humanitarian, transition and development contexts and other related issues affecting refugee and host communities, through direct participation and/or through briefings, information products and other materials.
  •  Explore value chains, processing, and market access opportunities for current and planned resilience sites.
  •  Coordinate environmental and social impact evaluation as well as the implementation of their recommendations
  •  Develop FFA training plans and training tools for WFP staff, government / technical services and implementing partners.
  •  Conduct in-situ technical training for WFP staff, implementing partners and technical services, particularly on relevant technical topics such as the control and validity of works, the organization of work sites according to yields and norms, the development of specifications and technical prescriptions ensuring their compliance with environmental realities ,
  •  Supporting the ongoing WFP, government, and partner efforts to establish a compendium of FFA technical standards, work norms (considering the gender dimension), and specifications for non-food items (NFI) by type of asset,
  •  Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men in refugees and host communities.
  •  Participating in review of strategies and project design, planning, and implementation.
  •  Develop concept notes to contribute to resource mobilisation
  •  Prepare and submit monthly plan and process and output progress report, including weekly update
  •  Ensure production of quality reports to donors and material for wider communication
  •  Conduct frequent monitoring visits and quickly identify bottlenecks, recommend action points report on bottlenecks for FFA implementation .

ADDITIONAL ACCOUNTABILITIES

Advocacy

  •  Ensure that the concerned, Head of Sub-offices and relevant WFP colleagues are well informed of on-going project activities.
  •  Assist the organization field missions for donor/media/senior WFP management and ensure that WFP staff, partners agencies and government staff are provided with sufficient and timely information.
  •  Attend meetings and conferences at national, regional, and local levels if delegated
  •  Develop and sustain liaison with key professional and NGOs in the field of food security

Partnerships

  •  S upport development of key operational partnerships with current implementing partners, and external partners such as UNHCR, IFAD , UNDP, FAO, Ministry of Agriculture and Local Government, Finance, Economic Planning and Development, and others as appropriate. Identify strategic entry points for WFP.
  •  Support CO and SO teams to ensure that national and provincial stakeholders are aware of WFP’s strategic shift towards resilience, including linking FFA to resilience and social protection initiatives, and addressing food and nutrition security

Donor relations

  •  Support drafting of donor proposals and reports
  •  Provide technical information required for donor
  •  In collaboration with Donor and Public relationship officers ensures donor visibility is secured as per WFP’s standard and agreements with donors.

Finance and Administration

  •  Support review of financial reports from partners to ensure quality before submitting to the Finance department.

DELIVERABLES

  •  Short review report of existing FFA programme with recommendations, including on operational planning, scale up plan, reporting and monitoring, budget management
  •  Support the Head of resilience in the development of FFA implementation Guideline and resilience strategic paper for Chad WFP CO
  •  Develop and disseminate complementary resilience implementation tools (reporting templates, M+E database, CBPP guidance, etc)
  •  On quarterly basis develop one good practice document
  •  Revises and finalise the SOPs and share with internal and external consultations
  •  Monthly reports on FFA progress (in coordination with other team members in resilience section)
  •  Organize monthly resilience task force team meeting

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree, preferably at an advanced level in the following disciplines: Agronomy, Agricultural Engineering, Irrigation Agronomy, Forestry or Agro Forestry, Environment and Natural resources, Ecology and Rural Development.

Experiences:

Six to seven years of related experiences in the field

Knowledge & Skills:

  •  Experience in the field of resilience and livelihood projects in developing countries in the areas of development and/or natural-resource management, water harvesting, community development,
  •  Previous experience with or knowledge of nutrition-sensitive programming is a plus
  •  Understanding of food insecurity and other forms of vulnerability, and ability to link analysis to programme design, in the context of WFP programmes
  •  Excellent work planning and project management skills, ideally demonstrated in WFP and other UN contexts
  •  General knowledge of UN system policies, rules, regulations, and procedures governing administration

Languages:

French and English are required. Any other local language is advantageous
