Context:

Through the Niger Community Cohesion Initiative (NCCI), IOM seeks to improve community stabilization by developing and implementing small-grant activities through a process-oriented, community driven approach in Diffa, Tillabéri and Tahoua regions. The overall goal of NCCI is that at-risk communities have more trust in local government authorities and state structures and have improved resilience and cohesion to resist and address conflict, insecurity, and violent extremist threats in targeted regions.

Under the overall guidance of the Chief of Mission (CoM) in Niger, and the direct supervision of the Deputy Programme Manager (DPM) for NCCI, the successful candidate will supervise the Programme Development Unit and the three Programme Officers (POs) located in the three target regions of the programme in Niger: Diffa, Tahoua and Tillabéri.

Core Functions / Responsibilities:

  1. Supervise the Programme Development Unit (PDU) and contribute to the successful development of NCCI’s project activities that respond to emerging needs in accordance with overall programme objectives and outcomes.
  2. In close coordination with relevant colleagues, regularly share information on programming trends and impact, lessons learned and best practices with senior staff in IOM Niger, including CoM, Head of Programmes, PM NCCI, DPM NCCI, Monitoring and Evaluation (M&E) Officer, and other relevant staff.
  3. Coordinate closely with and support strengthening capacity of field-based colleagues for the participatory development of project activities that respond to the programme strategy, and emerging needs, opportunities, and priorities in areas of operation.
  4. Regularly brief the DPM on the status of project activities and committed funds. Monitor weekly and monthly targets for new grant activities through close coordination with the POs (in the Programme Development Unit and colleagues in the sub-offices.
  5. Design and support an efficient plan for regular travel of PSU staff to the relevant field offices to identify and address solutions to challenges at the field level. Evaluate post-travel reports, facilitate the resolution of challenges undermining achievement of targets, and keep the DPM and senior management informed of efforts and developments.
  6. Carefully review all Yellow Light (YL) and Green Light (GL) activity templates to ensure the proper completion of all sections, that activity descriptions align with programme strategy, objectives and outcomes, and the identified theories of change, and that budgets align with proposed activities.
  7. Support the development and presentation of new YLs and GLs (per established weekly targets) in close collaboration with POs at weekly Senior Programme Team (SPT) meeting and provide strong justifications for submissions for approval.
  8. Provide inputs to cluster background documents by agreed deadlines, in close coordination with the DPM and the M&E Officer.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience

Experience

  • Experience in project development, and in the preparation of project narrative reports, statements and or projections required;
  • Prior work experience with IOM is an asset;
  • Exposure to small grants activity programs is an asset;
  • Prior work experience in the west and central African region and/or a good understanding of region issues and trends is an advantage;
  • Proven experience in the development of theories of change, log frames, result matrixes and work plans and M&E plans desired.

Skills

  • Excellent writing capacities required and an ability to communicate with a wide variety of audiences in English and French is strongly desired;
  • Commitment, stamina and adaptability in the workplace;
  • Excellent communications and inter-cultural skills and sensitivity towards other culture;
  • Ability to understand, develop and implement administrative and financial control procedures;
  • Proven knowledge of development programme planning and implementation objectives;
  • Ability to use Access database and Microsoft Excel, Outlook and Word.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Spanish and/ or local language is an advantage.
