Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Head, Preparedness and Response Unit (PRU), the successful candidate will be responsible for the management and implementation of IOM’s settlement-focused projects with Camp Coordination and Camp Management (CCCM) and Shelter Non-Food Item (SNFI) elements, in line with IOM’s policies and those of global and national clusters, as relevant.
Core Functions / Responsibilities:
- Support the technical development, implementation and updating of the overall settlement annual plan (with CCCM and SNFI elements) for IOM Iraq Country Office (CO), in line with cluster approaches and the durable solutions transition.
- Supervise all technical components of the CCCM/SNFI projects including the development and/or review of concept notes, proposals, and budgets, ensuring that mechanisms and modalities to be implemented are appropriate and in line with global standards and best practices.
- Coordinate the operational, administrative, and financial aspects of all ongoing projects,including oversight responsibility of project implementation, in coordination with the Resource Management Unit of the Iraq CO as required. Ensure that the managed CCCM and SNFI projects meet their intended scope, timeframe, quality, and budget. Notify in a timely manner of any change and take action to address needed and any delay or workaround required for timely completion of activities.
- Direct and oversee monitoring activities to assess the implementation of the relevant CCCMand SNFI projects, remotely and through regular visits to the areas of operation, ensuring that the CCCM and SNFI projects Operational team members are properly utilizing the resources made available in order to effectively provide services to the beneficiaries.
- Ensure Accountability to Affected Populations (AAP) throughout all programme interventions, including distributions, and ensure that programmes are adapted based on localized guidance, and that necessary risk management and risk mitigation measures are applied.
- Manage contracts with service providers or implementing partners. Work closely with the administrative units of IOM to ensure adequate contracts management, close out procedures and payments to the contractors.
- Directly supervise and manage the relevant Project/Operations Officers. Support the efforts of the Head, PRD to provide adequate and relevant capacity building to all members of the team. Provide coaching and capacity building to the staff under direct supervision.
- In coordination with the relevant units of the CO, ensure that all relevant permits and authorizations are obtained from the local authorities to guarantee project stability and good relations with stakeholders and relevant authorities.
- In addition to AAP, ensure the mainstreaming of Protection against Sexual Exploitation and Abuse (PSEA), Gender-based Violence (GBV), Communications with Communities (CwC) and other protection related aspects in every phase of the implementation of the CCCM activities in close coordination with the relevant colleagues.
- Act as Officer in Charge in the absence of the Head, Preparedness and Response Unit.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
- Master’s degree in Social Sciences, Management, Engineering, or other related subjects from an accredited academic institution with 5 years of relevant professional experience; or,
- University degree in the above fields with 7 years of relevant professional experience.
- International experience in CCCM and Shelter at a managerial level, in emergency and conflict environments, with experience in more than one region is desirable;
- Experience in delivering on set objectives in hardship situations;
- Experience in effective coordinating actions with other implementing partners;
- Experience in developing and reporting on detailed budgets, working effectively with donors, local authorities, stakeholders, beneficiaries, and the broader community to advance CO’s or regional objectives;
- Significant technical experience in CCCM and SNFI field, capacity to guide and lead the CCCM project teams;
- Experience in Disaster Risk Reduction (DRR) is desirable;
- Familiarity and/or experience with IOM processes related to programme management is desirable;
- Experience in Grant management or Cash-Based Assistance programming is desirable; and,
- Experience in capacity-building and knowledge sharing.

- Effective coordination and liaison skills with Implementing Partners.
IOM’s official languages are English, French, and Spanish.
