Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

In support of its institutional efforts to prevent and resolve forced displacement, IOM works to address conflict as a principal driver of displacement, through a range of peacebuilding, community stabilization, community violence reduction and disarmament, demobilization and reintegration programming (DDR). In the last 25 years, DDR has been a core component of IOM’s stabilization and prevention mandate and IOM has supported over 120 DDR operations in more than 30 countries around the world. While the contexts have changed, DDR and DDR-related programmes continue to play a critical role in the de-escalation of conflicts and the establishment of stability and improved security. In support of these efforts, IOM seeks experienced individuals to be engaged for short-term assignments typically of three to six months duration.

The Transition and Recovery Division, within IOM’s Department of Peace and Development Cooperation, is charged with policy and programmatic oversight for related programmes in Peacebuilding, Stabilization, and an increasing number of DDR-related interventions. The Division works closely with Country and Regional offices and with specialized units within IOM, to provide technical expertise to stakeholders, including Government counterparts, and helps plan, design, and deliver a range of initiatives at the operational, technical cooperation and policy levels.

The Division is currently establishing a small pool of qualified candidates to provide surge capacity for programme development, start-up support, or strategic assistance and technical expertise across the spectrum of peacebuilding and stabilization programmes, and in particular IOM’s Disarmament, Demobilization and Reintegration (DDR), 2nd Generation DDR and DDR-related activities in contexts where sanctioned groups operate.

The Programme Coordinator will work under the direct supervision of the Senior DDRR Programme Coordinator.

Core Functions / Responsibilities:

Programme Design and Delivery

  1. Conduct context assessment and develop and analyze background materials for project development.
  2. Design and develop DDR and DDR-related projects and programmes including proposal development with detailed budgets and work plans.
  3. Support the framing of programme interventions with Governments, including through technical cooperation partnerships, and community engagement frameworks, addressing resource requirements, and activity-level development.
  4. Manage and oversee the implementation of DDR-related programmes through operations support, planning, and regular risk analysis, by providing expert monitoring and evaluation of programmes, and making operational recommendations for improved coherence, risk management, and delivery.
  5. Provide direction and guidance to programme and project staff in all operational aspects of planning, implementation, monitoring, evaluation and reporting of programme activities, ensuring that organizational and donor policies and procedures are adhered to at all times.
  6. Build the capacity of staff and train them on critical programmatic aspects.
  7. Monitor and ensure regular reviews and assessments of programme performance against programme objectives and targets; identify operational constraints in implementation and ensure that timely and remedial action and course-correction is implemented.
  8. Monitor and ensure regular reviews of budgets and other programme financial tools.
  9. Ensure the integration of conflict sensitivity in programme analysis, planning and implementation.
  10. Regularly provide Head of TRD Peacebuilding Unit and DDRR Programme Coordinator updates on critical developments, linking global trends and the political-security context in West Africa; produce recommendations for operational or strategic improvements, with particular attention to risk management and impact.

Strategic Advice, Planning and Policy Development

  1. Provide strategic advice, guidance and planning to IOM Missions and partners, includingGovernment partners, in support of DDR programming and related peace processes, ensuring the integration of conflict sensitivity.
  2. Develop programme strategies and operating parameters, including Standard OperatingProcedures, for complex peacebuilding and DDR-related initiatives.
  3. Support the development of, and training on, risk management strategies.

Partner Engagement, Reporting and Coordination

  1. Strengthen strategic alliances with institutional and operational partners.
  2. Support programme reporting and outreach.
  3. Support country level donor coordination and outreach.
  4. Coordinate with primary stakeholders inside the Organization, including Regional and HQ counterparts.
  5. Perform such other duties as may be required.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, International Relations, Development Studies, Planning or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Operational field experience in programme formulation, implementation and evaluation relating to demobilization and reintegration of ex-combatants/fighters and or peacebuilding programming involving ex-combatants/fighters;
  • Demonstrated previous work experience in community-led recovery and stabilization and social cohesion programmes, youth-at-risk, prevention of recruitment to violent or extremist groups, livelihoods, socio-economic improvement and/or conflict mitigation components;
  • Experience operating and managing staff in insecure environments;
  • Project start-up experience a distinct advantage;
  • Experience in setting clear tasks and teambuilding with staff from diverse environments and backgrounds;
  • Proven operational management experience in insecure contexts, and engagement with high-level Government counterparts. Of importance will be proven previous experience in supporting the development of coherent, nationally led processes as well as transitional and community-based reintegration processes in support of individuals and communities, including in contexts of on-going conflict and or violent extremism.

Skills

  • Broad knowledge of key concepts related to DDR programming as well as interim stabilization,social cohesion, conflict management, victim’s assistance or transitional justice, with an emphasis on capacity building for governments, the safety of individuals and communities, and supporting community capacity to receive and reintegrate former armed-group members;
  • Knowledge of the United Nations Department of Safety and Security protocols and experience managing staff in volatile security environments.

Languages

IOM’s official languages are English, French and Spanish.
