Haiti’s Human Development Index (HDI) ranks 169 out of 189 countries in 2019. Rates of extreme poverty and poverty are high and their cause is multidimensional. This poverty is manifested in particular by high illiteracy rates, a life expectancy of 63.29 years in 2017, high infant mortality and significant gender inequalities. A large majority of the population does not have access to basic services such as drinking water, electricity, sanitation and health coverage.

In addition, Haiti is vulnerable to natural disasters. It is considered the fifth most exposed country to natural disasters. The country has suffered in less than ten years more than four major disasters from which the country is still struggling to recover: the earthquake of 2010, tropical storm Isaac and hurricane Sandy in 2012, hurricane Matthew in 2016 , Hurricane Irma and Maria in 2017. The country is therefore exposed to earthquakes, the passage of cyclones and also to drought waves linked to the El Nino phenomenon (2018).

Beyond these factors, food insecurity is driven by the poor performance of the agricultural sector combined with the strong dependence on imports of food products (more than half of the food products present on the market) in particular for rice (83% ). Product prices are largely influenced by logistical challenges, high production costs, precarious market structures and high inflation rates in recent years.

According to the latest IPC analysis (September 2022 – February 2023) published in October, approximately one in two households in Haiti faces acute food insecurity, with more than 1.7 million people in the emergency phase (IPC4 ). This is an increase of around 500,000 people in IPC4 compared to the previous analysis. Similarly, 19,000 people are in IPC phase 5 (Catastrophe), which is a first in Haiti, and in the Americas since the start of the IPC.

These worrying results are largely linked to the political crisis that has taken hold in the country since July 2018 and which has dragged it into an economic and social crisis, then an agroclimatic crisis with significant pockets of drought in the country which has caused a significant decrease in agricultural production.

Thus, the World Food Program in Haiti has defined its strategy to fight against hunger in the Country Strategic Plan (CSP 2019-2023) which provides, among other things, for activities related to emergency food assistance to populations affected by a shock. , the establishment of nutrition-oriented social safety nets, the strengthening of the capacities and livelihoods of small producers as well as their resilience in the face of climate change in particular, and the strengthening of the capacities of national and local actors to the fight against hunger.

The WFP is currently developing emergency activities, school canteens, social safety nets, resilience and support for local production.

The multiplication of operations at the national level, due to the deterioration of the food security situation, has led to an additional need for human resources to guarantee the proper implementation of the various WFP activities.

WFP requires several Program Associates to support the effective implementation of its activities.

RESPONSIBILITIES/OBLIGATIONS:

  1. Coordinate all the activities of the Program in collaboration with the other units of the Sub-Office but also with the staff of the central office in Port au Prince who are responsible for the overall management of the projects. The Program Associate will have to participate in the coordination meetings organized by the Port au Prince program officers in order to also strengthen the coordination between the field office and the Port au Prince office.
  2. Establish spaces and tools for planning activities in consultation with the other units of the antenna that allow efficient management of resources and optimal implementation of activities in the field. The Associate Program will be able to support in particular in the development of the plan of deployment of the agents of follow-up on the ground in coordination with the M&E team.
  3. Set up and manage mechanisms for transmitting information and monitoring activities that allow efficient decision-making by project managers. The Associate program must in particular establish reporting mechanisms that relate the progress of the various activities, the results achieved, the challenges, and planning elements.
  4. Propose programmatic orientations for activities if relevant in terms of implementation methodology, programmatic tools, coordination systems.
  5. Ensure that the relevant cross-cutting elements for the programs (SBCC, Gender & Protection) are always integrated into the interventions of the partners and the WFP Program team itself, according to the technical indications and tools provided by the experts of the Port-au Office -Prince.
  6. Participate or lead coordination and planning meetings with local authorities to ensure an effective system of accountability to them and to guarantee their support in the implementation of activities.
  7. Support in the implementation of the partnership agreements (FLA) signed with the implementing partners by ensuring in particular the quality of the activities carried out in the field, then ensuring the follow-up of the activities by informing, if necessary, of any change in the planning or difficulties encountered by partners in the field.
  8. Contribute to building the capacity of partners for the implementation of activities, better management of assistance, reporting of results and financial management of

budgets. Support is provided on a regular basis through meetings, training and ad hoc reminders for problems observed.

  1. Support partners in the development of their assistance distribution plan (in cash transfers and food) and all reporting documents such as billing files, monthly and final activity reports. For the food distribution plan, coordination should be done with the logistics unit and for the payment schedule, they should be discussed with the CBT & SCOPE Officer.
  2. Organize information-sharing meetings with other units of the Jeremie Antenna and, if necessary, training sessions with monitoring agents on targeting methodologies, the organization of food distributions or cash transfers, post distribution monitoring.
  3. Attend the meetings organized by the implementing partners with the local authorities during the presentation of the project and its activities, but also any follow-up meeting, sharing with the local authorities.
  4. Complete procedures in corporate systems including COMET for the production of Food Release Note (FRN) and COMET report as well as the administrative follow-up of operational documents such as operational advances and budgets for the realization of field activities and submit them to the Head of Sub-Office for approval and signature, as well as any administrative procedure related to this implementation (casual labor contract for example).
  5. Support the organization of Port au Prince staff monitoring missions and VIP field visits by proposing an agenda, coordinating with implementing partners and all logistical aspects relating to these visits.
  6. Support the Program team on the development of partner proposals.
  7. Ensure the supervision and optimal management of the work of all lower-ranking Program staff that the Sub-Office organization chart may include, as approved by management.
  8. Perform, at the request of his supervisor, all other tasks aimed at the smooth running of activities, especially in times of emergency.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. Food aid distribution plans are carried out jointly with partners and carried out within the required deadlines and with the quality standards relating to WFP operations.
  2. Coordination meetings are held with partners and local authorities to ensure quality in the implementation of activities.
  3. Partner reports are sent to WFP within the required timeframes and COMET is updated at the end of each month.
  4. Information on the progress of the various interventions is shared on a regular basis with the supervisor and the Officers, in particular during team coordination meetings.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Training:

At least a secondary school leaving certificate (BAC) and a Bac +3 in project management, social sciences or any other diploma related to the responsibilities to be assumed.

Experience :

At least five (5) years of professional experience in the management and implementation of emergency or development projects preferably within the United Nations System or in NGOs.

Have an experience of at least two (2) years in the implementation of activities related to food assistance (food or cash transfers).

Field experience in different departments is desirable.
