Background Information – BSSC

The UNOPS Bangkok Shared Service Centre (BSSC) is a Shared Services Centre (SSC) unit established for the purpose of providing internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The BSSC, among other functions, carries out high-quality transactional services within the area of personnel contract administration and payroll.

Functional Responsibilities

Under the overall supervision of a Manager of Bangkok Shared Service Centre (BSSC) and the day-to-day guidance of a Payroll Officer / Payroll Senior Officer, the Payroll Assistants support the provision of payroll services in the BSSC and ensure high quality, accuracy and consistency of work. The Payroll Assistants promote a client-oriented approach consistent with UNOPS rules and regulations.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

1. Process UNOPS payroll accurately and on time, focusing on achievement of the following results:

  •  Process and maintain UNOPS personnel payroll information, including new hires, terminations, and changes in pay and deductions, payment instructions;
  •  Calculate and process personnel pay, including earnings and deductions;
  •  Maintain and update payroll records and databases;
  •  Archive payroll supporting documents properly;
  •  Reconcile and balance payroll accounts;
  •  Keep abreast of changes of UN/UNOPS payroll policies and rules;
  •  Collaborate with payroll stakeholders to ensure payroll process in compliance with UNOPS regulations and rules.

2. Attend to payroll related queries and resolve payroll-related issues, focusing on achievement of the following results:

  •  Attend to payroll related queries timely and accurately and ensure responses to queries conform to the provisions and rules and regulations of UNOPS;
  •  Investigate erroneous entitlements and takes appropriate corrective actions;
  •  Make adjustments timely to counteract previous mistakes and get payroll back in balance;
  •  Maximize the use of technology to keep the projects/clients informed of their payroll elements and changes thereto, communicate with local offices regarding missing documentation or any other issues related to discrepancies between their entitlements and claims;
  •  Provide payroll reports to the stakeholders in compliance with the UNOPS Financial Rules and Regulations;
  •  Support relevant coordination with the internal stakeholders and/or ad-hoc payroll adjustment process in align with the monthly payroll account reconciliation;
  •  Coordinate with internal stakeholders to ensure quality administration and process of payroll.

3. Support in facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:

  •  Participate in the trainings for the operations/ projects personnel on Payroll;
  •  Contribute to knowledge networks and communities of practice;
  •  Perform testing for the accuracy of the implementation and/or system enhancement.

Education/Experience/Language requirements

Education:

  •  Completion of secondary education is required.
  •  A first-level university degree (e.g. Bachelor) or an advanced university degree (e.g. Masters) may substitute some of the required years of work experience.

Experience:

  •  With a high school diploma, a minimum of 4 years of experience in supporting a payroll, accounting and/or HR administration is required.
  •  Experience in the usage of computers and office software packages (such as MS Office, G-Suite) and experience in handling web-based management systems is desirable.

Language Requirement:

  •  Fluency in written and oral English is required.
  •  Knowledge of the second UN working language is desirable.

Contract type, level and duration

Contract type: Local Individual Contractor Agreement (LICA) Contract level: LICA-4 Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
