National Project Officer (NP2) At Organization for Security and Co-operation in Europe (OSCE)

Background:

The post is established in the Gender Issues Programme of the Office of OSCE Secretary General (hereinafter “Gender Section”) in the Secretariat, as part of the extrabudgetary project “WIN – Women and Men Innovating and Networking for Gender Equality” that is currently envisaged to last until 31 December 2024.

The Gender Section works towards the implementation of the 2004 OSCE Action Plan and relevant MC decisions and supports systematic efforts to mainstream gender equality across the Organization in all its policies, programmes, projects and activities in three dimensions of comprehensive security.

The OSCE’s multi-year, comprehensive project “WIN – Women and Men Innovating and Networking for Gender Equality” aims to advance gender equality as a necessary prerequisite for achieving and maintaining stable, prosperous and peaceful societies in the OSCE area and is implemented by the Gender Section.

The National Project Officer will support the Project Manager and the WIN project team in ensuring that WIN is adequately developed, coordinated, managed and implemented. The National Project Officer will be part of the regional team of the WIN project composed of Project staff in the Secretariat’s Gender Issues Programme and in selected field operations (subject to availability of funding).

Working with limited supervision and substantial independence, the National Project Officer provides technical advice on project implementation modalities and the planning and conduct of programmatic activities in field of gender equality, where required in close co-ordination with other OSCE executive structures and external partners.

Tasks and Responsibilities:

Under the overall supervision of the Project Manager, the successful candidate will be tasked with the following duties: 1. Management of the sub-regional WIN project portfolio:

  •  Manages the sub-regional WIN project portfolio through all steps of the project cycle, in accordance with OSCE performance based programming and budgeting and project management standards;
  •  Provides input to the entire and annual workplans of the WIN project on budget planning and expenditure and other tasks assigned by the WIN project manager;
  •  Supports and leads the drafting and compiling of reports for donors;
  •  Supports and leads the communication and PR activities, preparing presentations, press releases, social media and website’s outputs;
  •  Assists with budget planning and the monitoring of expenditures for the WIN portfolio in CA.

2. Implementation of planned activities:

  •  Directly manages and organizes activities (including logistical arrangements), which can include events, consultations, meetings, seminars, study tours, training workshops, webinars, publications and others;
  •  Proposes/leads or assists with the development of background research;
  •  Drafts and reviews documents, reports and concept notes in the areas of Women Peace and Security, Eliminating Violence against Women, economic and environmental activities;
  •  Develops concept notes for capacity building on gender equality and use of mainstreaming gender with a focus on Central Asia;
  •  Assists in the selection of, supervision and oversight of consultants, implementing partners and vendors.

3. Establishment and maintenance of effective working relations with partners:

  •  Establishes links and relationships with local NGOs in the five countries of Central Asia;
  •  Establishes links and relationships with local offices of international organizations in the five countries of Central Asia;
  •  Liaises with implementing partners and monitors the progress of implementation;
  •  Assists with fundraising for the WIN project.

Necessary Qualifications:

  •  First-level university degree in gender studies, social sciences, international relations, law, public administration or other relevant field.
  •  A minimum of four years of relevant professional experience, preferably in an international environment and in the regions of Central Asia;
  •  Experience in developing and implementing projects and activities on gender equality and empowerment of women;
  •  Proven experience in organizing conferences and events, particularly of capacity building nature;
  •  Project management experience;
  •  Experience and understanding of relationship building and fostering partnerships with a broad range of stakeholders;
  •  Computer literate with practical experience with Microsoft applications;
  •  Ability to work with people of different nationalities, religions and cultural backgrounds;
  •  Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  •  Excellent oral and written communication skills in English and Russian. Working knowledge of Kyrgyz language is desired.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1818.92 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
