Organizational Setting

The war in Ukraine has placed the entire Ukrainian agrifood system at risk, with significant consequences for food security both in Ukraine and globally. The destruction or damage to agricultural infrastructure and markets, and the disruption of food supply chains is threatening the food security of already vulnerable populations. Agriculture-based livelihoods, a key source of income for 30 percent of the population, are severely impacted. While many Ukrainians are fleeing their communities and/or the country, a significant proportion of the population is staying, facing extreme challenges and thus requiring multisectoral humanitarian assistance. In this context, the Food and Agriculture Organization of the United Nations is uniquely positioned in Ukraine to implement a multidimensional and innovative strategy to sustain and restore agrifood systems at scale. Capitalizing on its technical expertise and in-country experience, in 2023, the strategic approach of the Organization will focus on restoring food security and self-sufficiency in front-line communities (Pillar 1); restoring critical agricultural production and value chains (Pillar 2); and enhancing coordination and technical support to the functioning of critical food system services (Pillar 3). FAO has expanded its presence in Ukraine and established a strong multidisciplinary team. FAO’s country office remains in Kyiv, with field offices in Lviv and Dnipro.

Reporting Lines

Under the overall supervision of the Designated Responsible Officer (DRO)/Head of the Office in Ukraine, the direct supervision of the Program Officer in Ukraine and in close collaboration with Procurement Unit and other staff and projects, the National Logistics

Technical Focus

Specialist will be responsible for support, coordination and provision effective support in the management of FAO Ukraine logistical operations in close collaboration with heads of units and Heads of Field Offices (HoFO’s) to ensure timely and efficient delivery of portfolio of Ukraine.

Tasks and responsibilities

Within the overall scope of work, the National Logistics Specialist is responsible for the following tasks:

  •  Analyse country context and provide the design and management of end-to-end logistical system for warehousing and delivery capacity, to proactively mitigate logistical challenges and achieve operational optimization;
  •  Coordinate management of service providers/suppliers, deliveries and warehouse operations to promote safe and efficient strategies and execution of FAO’s operations. This includes establishment of long term agreements for e.g. customs clearance, storage and transport;
  •  Monitor supply dashboards and mitigate potential logistical bottlenecks and challenges to drive improvements and ensure efficient and effective logistics system;
  •  Lead development and maintenance of internal procedures and workflows relating to logistical processes;
  •  Establish schedule for periodic physical inventory of warehouse stock.
  •  Provide Procurement Support to the Project Officers and Technical Officers through all the phases of Project Cycle.
  •  Foster productive partnerships with key stakeholders amongst UN agencies and NGOs to share knowledge and resources, resulting in coordinated and cost-effective logistical operations.
  •  Formulate specific Standard Operating Procedures including policies for field logistic support;
  •  Provide effective and timely planning, oversight, management and coordination of logistics support operations, including integration and monitoring the implementation of logistics support plans at all field offices. Ensure effective and timely provision and coordination of diverse logistics support requirements;
  •  Ensuring installation and maintenance of functional office space for FAO offices in Kyiv and filed offices
  •  Plan and manage the shipment of goods choosing the best possible transport means and manage all related administration procedures and documents and the delivery of inputs from supplier to the beneficiaries.
  •  Communicate to suppliers on the delivery arrangement of ordered goods, develop the delivery schedule and follow-up with the respective stakeholders within FAO, Suppliers and beneficiaries (partners) on the delivery schedule;
  •  Prepare and periodically update the delivery tracker, ensuring provision of clear and correct data to the stakeholders;
  •  In consultation with Operations, Program and Procurement staff, provide input to the country programme planning and advice on logistical requirements for the office and Annual Work Plans;
  •  Coordinate and provide logistics support to ongoing air, land, sea, or rail operations in the field;
  •  Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
  •  Prepare logistics and support plans, deployment timelines and budget requirements. Develops contingency plans and implements methodologies and tools to maximize the effectiveness of logistical operations;
  •  Perform any other duties as required by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  •  University degree (Bachelor’s or equivalent) in logistics, supply chain, procurement or other related fields is required;
  •  Minimum five years of experience level managing logistics, delivery operations and/or supply chain management is required;
  •  Working knowledge (level C) of English and proficiency in Ukrainian language.

Technical/Functional Skills

  •  Understanding of FAO policies and programmes is considered a strong asset;
  •  Extent and relevance of experience in supporting, advising and guiding the implementation of complex, logistical operations;
  •  Extent of experience in formulation, implementation and monitoring of logistical operations;
  •  Experience in providing logistics and /or supply chain/procurement services in complex, volatile, conflict or post-conflict environment is highly desirable.
