Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Context:

Within the Department of Programme Support and Migration Management (DPSMM), and in close coordination with the Department of Operations and Emergencies (DOE), the Migration Health Division (MHD) oversees, supports and coordinates the Organization’s provision of health services in humanitarian emergencies globally. As a formal partner of the WHO, and as a member of the Inter-Agency Standing Committee Global Health Cluster, IOM is a key player in responding to humanitarian and public health emergencies.

IOM has established programming relating to Sexual Reproductive Health and Rights (SRHR) programming, both in development and humanitarian-centred contexts. Since 2015, IOM has been implementing a global project on Gender Based Violence (GBV) prevention and risk mitigation under the Safe from the Start Initiative (SftS) supported by the US Bureau of Population, Refugees and Migration. IOM is now entering the eighth phase of the project which aims to fulfil key commitments made under the previous and ongoing 2021-2025 Roadmap of the Global Call to Action on Protection from GBV in Emergencies.

IOM programmes that are inclusive of SRHR activities focus on a needs-based, person centred approach and target vulnerable populations such as internally displaced persons (IDPs), refugees and migrants, as well as host communities. Through its health response in humanitarian settings and its response to public health emergencies, IOM assists crisis-affected populations, governments and host communities to strengthen accessibility and functioning of SGBV service networks as a health service provider and a key partner in inter-agency humanitarian coordination forums.

Under the direct supervision of the Senior Programme Officer for Health in Emergencies, and in close coordination with the Camp Coordination and Camp Management GBV Specialist of DOE, the Migration Health Officer (Sexual and Reproductive Health and Gender Based Violence) will support the enhanced mainstreaming of GBV in health programming, and the overall technical oversight and coordination for IOM SRHR programming globally.

Core Functions / Responsibilities:

  1. Provide overall technical quality assurance for the development and implementation of SRHR programmng at national, regional and global levels, in particular approaches for integrating Gender Based Violence (GBV) prevention, risk mitigation and response in line with the IOM GBV in Crisis framework.
  2. Working closely with Regional Thematic Specialists (RTS), Protection, GBV, PSEA, and the global Mental Health and Psychosocial Support (MHPSS) units, facilitate enhanced integration of SRHR and GBV prevention, risk mitigation and response programming particularly for large scale emergency operations, identifying gaps, needs and best practices, in order to improve the understanding of IOM’s role in the delivery of health care and for GBV survivors, as well as linkages with other GBV prevention programming for all genders.
  3. Review existing institutional technical guidelines and tools integrating SRHR and GBVprevention, risk mitigation and response, including links with MHPSS, consistent with the IASC GBV guide, and develop and disseminate new resources.
  4. Identify resource mobilization and partnership opportunities for enhanced integration of SRHR programming and GBV prevention, risk mitigation and response programming into other areas of IOM’s health programming beyond emergency settings, where feasible and appropriate, and contribute to project development.
  5. Enhance IOM’s capacity to engage in and further build on existing multi-sectoral and interagency forums on the linkages between SRHR and GBV and undertake coordination with GBV actors and other sectors to address SRHR, including GBV risks and ensure protection for women, girls and other at-risk groups.
  6. Lead efforts to strengthen capacity among health teams at IOM country offices to enhance provision of general and specialized health care services related to SRHR and GBV; in particular lead the development and roll out of a series of Clinical Management of Rape (CMR) trainings in accordance with IOM’s Migrant Friendly Services approach and the Minimum Initial Service Package (MISP).
  7. Develop joint advocacy messaging and protocols (SOPs) in conjunction with GBV/Protection team to improve information-sharing, data harmonization and cross-sectoral coordination between Health and Protection for GBV/SRHR service provision. Ensure the inclusion and mainstreaming of PSEA protocols within.
  8. Represent IOM in relevant SRHR forums, inter-agency humanitarian coordination forums at the global level.
  9. Support country missions, remotely and through deployment, in rolling out SRHR services by providing technical guidance and enhancing mission level capacities o provide quality services.
  10. Coordinate closely with UNFPA, WHO and other key agencies at Global level in order to provide feedback on IOM SRHR activities, achievement, gaps and other key strategic partnership that may contribute in improving SRHR services provided by IOM.
  11. Ensure that health programmes share information on incidents of GBV within IOM or with partners in the larger humanitarian community abide by safety and ethical standards
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • University degree in Nursing, Social Sciences, Social Work, Psychology, Medicine or other relevant Health and Social Sciences from an accredited academic institution plus a Masters level degree in Public Health, International Health or a related field with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • At least five years (seven years for bachelor’s degree holders) professional experience working on SRHR programmes, preferably in an emergency and/or post-conflict environment, with experience in GBV programming and sector coordination as it related to public health and SRHR;
  • Substantive knowledge and practical experience in SRHR programming in humanitarian and post-conflict recovery settings.

Skills

  • Knowledge of gender issues in development, particularly regarding SRHR and GBV including relevant international human rights standards;
  • Excellent monitoring and evaluation and pedagogical approach with demonstrated ability to design and deliver effective training and guidance;
  • Very good report writing skills;
  • Excellent communication and negotiation skills;
  • Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds;
  • Proven interpersonal and organizational skills;
  • Demonstrated capacity to adapt experiences, tools and approaches developed in other settings to the local context;
  • Ability to maintain effective working relationships with international, governmental and non-governmental officials, demonstrated partnership building.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
