Context:

The International Organization for Migration (IOM), the United Nations (UN) Migration Agency, is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all and it does so by providing services and advice to governments and migrants.

IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. As part of its activities in Kosovo, IOM assists in providing humanitarian assistance and protection-sensitive responses to migrants.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Protection Coordinator, the Mental Health and Psychosocial Support (MHPSS) Officer will be responsible for supporting the implementation of Mental Health and Psychosocial Support (MHPSS) intervention activities at camp Liya.

Core Functions / Responsibilities:

  1. Monitor and support the daily implementation of MHPSS activities at the camp Liya.
  2. Assist the Project Coordinator in developing, overseeing and implementing MHPSScomponents of projects. Check the quality of case management of mental health cases in the camp.
  3. Perform an initial psychological assessment of beneficiaries residing in the camp in the open; Identify and follow-up on pre-existing mental health conditions and their treatment, as well as cases in need of immediate referral to clinical services, such as victims of GBV, people with suicidal tendencies, people harmful for themselves and for others, those demonstrating serious psychotic episodes, people with pre-existing psychological disorders in need of continuation of treatment and substance abusers, especially those in abstinence crisis.
  4. Develop and maintain an efficient mental health referral system.
  5. Conduct regular individual and group counselling sessions for beneficiaries in need and provide referrals to psychiatrists if necessary. Focus on group activities and information/awareness sessions.
  6. Organize psychosocial activities, conduct focus group discussions and awareness raising group sessions with beneficiaries on mental health-related issues.
  7. Prepare case reports and statistics when necessary.
  8. Monitor medical and mental health needs.
  9. Perform such other related duties that may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Psychology (clinical and counselling), Social Work or Anthropology or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Professional accreditation with a recognized psychological or mental health association society is a distinctive advantage.

Experience

  • Experience in implementing and coordinating psychosocial support programmes in humanitarian situations;
  • Experience in providing psychosocial support in an emergency;
  • Experience in clinical counselling psychology, or psychotherapy and counselling for social workers;
  • Experience in working with migrants, persons with different cultural background, victims of trafficking and other vulnerable groups.
  • Experience in working in a multi-cultural environment; and,
  • Experience in team coordination.

Skills

  • Knowledge and experience in facilitating training and developing curricula in MHPSS.
  • Sound communication skills and the ability to work in multicultural environments, showing cultural sensitivity and understanding.
  • Ability to work with minimum supervision, manage own time effectively, multi-task and meet deadlines.
  • Ability to quickly adapt to job and organizational changes.
  • Proven IT skills proficiency in MS Office.

Languages

IOM’s official languages are English, French, and Spanish.
