Mechanical Engineer (Retainer position) at UNOPS

In Ukraine, UNOPS support to the partners in their reform agenda since 2017 spans the rule of law, social protection, demining, emergency response and security. The projects are funded by the EU, UNHCR, the Governments of Japan and Canada.

All projects have gender equality as a transversal theme, and have been contextualised within the broader Sustainable Development Goals frameworks and objectives.

Following the increased militarisation around Ukraine’s borders as well as the recognition of the so-called Donetsk and Lugansk People’s Republics by the Russian Federation, the security situation in Ukraine deteriorated rapidly, with the launch of a military offensive by the Russian Federation on 24 February 2022. Armed violence escalated in at least eight oblasts (regions), including Kyivska oblast and the capital city of Kyiv, as well as in the eastern oblasts of Donetsk and Luhanska which were already affected by conflict. The towns of Mariupol, Kharkiv, Irpin were strongly affected, so resident civilians fled their homes en masse. Martial law and a state of war were introduced in Ukraine on 24 February 2022, and the general mobilisation of all Ukrainian males between 18 and 60 years old was ordered, while the Ukrainian airspace was closed to civilian users. On 19 April, the OHCHR reported 4,966 civilian casualties in the country – 2,104 killed and 2,862 injured. The UN estimates that 12 million people in Ukraine will need relief and protection. By 18 April 2022, the UNCHR estimated that 4,980,589 refugees from Ukraine already crossed the border with Poland, other European countries, Hungary, Slovakia, the Russian Federation, the Republic of Moldova, Romania and Belarus.

The UNOPS immediately launched its Emergency Procurement Procedure (EPP) to enable a faster response to requirements related to the crisis. The EPP provided flexibility in procurement procedures while still ensuring adherence to essential public procurement principles.

Under the overall guidance and direct supervision of the Partnership Specialist, and in close coordination with the Head of Programme, the Mechanical Engineer is responsible for providing subject-matter input and support related to development and implementation of the projects related to/in the water-, heating- and waste management sectors .

In particular, the Mechanical Engineer will have the following responsibilities:

  • Provides information and technical inputs needed for development of projects in the water-, heating- and waste management sectors
  • Develops technical documentation and technical specifications in support of related procurement processes; provides technical input in conduct of assessment and market research
  • Conducts reviews and assessments of the technical documentation made available by national partners
  • Provides technical support in monitoring of implementation of related activities, to ensure compliance with the technical documentation and/or set of technical requirements
  • Ensures the strict implementation of quality control standards and procedures on the sites
  • For project under implementation, contribute in the identification, evaluation, selection, and supervision of contractors for specified project work
  • Perform other duties and support business development activities in his/her area of expertise
  • Contribute to preparation of progress reports as per request and agreement with the supervisor.
  • Proactively manage the design/review projects, ensuring that they meet the high standards expected by UNOPS, while delivering the program within its time and budget constraints,
  • Liaise with international clients and address requirements,
  • Coordinate the works and submissions with all other disciplines; Architectural and Structural Design Engineers and Quantity Surveyors (QS),
  • Carry out research and identify appropriate technologies/techniques/designs that can be incorporated in the project design,

The incumbent is responsible to abide by security policies, administrative instructions, plans, and procedures of the UN Security Management System and that of UNOPS.

Education

  • Advanced/Masters degree in Mechanical Engineering or related engineering environment field is required.
  • A Bachelor’s degree with two additional years of relevant experience may be considered in lieu of the master’s degree

Work Experience

  • Minimum two years of relevant professional engineering experience on site and/or in the design company, out of which at least one year as a mechanical engineer is required
  • Experience in projects assessment and preparation of specifications for relevant equipment, the design and other tendering documentation in the process of building design and construction is required
  • Work experience on international projects as a responsible mechanical engineer is an asset.

License

  • Valid certification in mechanical engineering according to local national standards will be an asset.

Driving license

  • Driving license and ability to travel independently is required

Language requirements

  • Knowledge of Ukrainian and Russian is required
  • Fluency in written and spoken English is desirable

This is a local position, it is therefore open to Nationals of Ukraine and to individuals who have a valid residence/work permit.
