Context:

The Innovation and Knowledge Management (IKM) unit, situated within the Department of Policy and Research, is the institutional focal point on knowledge management and innovation in relation to migration policy and programming. It seeks to strengthen IOM’s capacities to learn from its programmatic expertise and that of its partners by analysing lessons learned, best practices and innovative approaches to enhance organizational effectiveness and result based management.

Under the direct supervision of the Head of the Innovation and Knowledge Management Unit, the successful candidate will manage and substantively support the process of strengthening institutional capacities and learning on knowledge management (KM) and innovation to enhance overall organizational effectiveness.

Core Functions / Responsibilities:

  1. Manage, coordinate and implement the knowledge management and innovation initiatives of the unit and backstop the management of its human and financial resources.
  2. Ensure the establishment and coordination of a network of KM’s and innovation focal points with HQ and field knowledge management specialists, liaising with regional KM networks and champions to strengthen knowledge exchanges and institutional learning.
  3. Work closely with the Regional and Country Offices’ KM specialists and provide advice, direction and technical support to IOM’s Regional and Field Offices in the areas of KM and innovation.
  4. Develop the capacity development component of the unit, identifying, planning and managing key activities to strengthen capacities of IOM staff in KM and innovation.
  5. Further enhance and implement the partnership approach of the unit to ensure donors and private sectors support the establishment of an IOM Innovation Fund and the implementation of knowledge management initiatives.
  6. Develop the innovation portfolio, specifically focusing on developing methods to strengthen capacities of field offices to leverage innovation for systemic transformation.
  7. Develop the communication (internal and external) component of the unit, including preparing and/or contributing to the Unit’s Newsletter, podcast series and internal and external communication items.
  8. Ensure content management and the implementation of digital solutions to strengthen KM in the organization.
  9. Manage and curate content for the Migration Policy Repository (MPR) and the Peer Exchange on learning On Migration (POEM) platform.
  10. Prepare reports on IKM’s key deliverables.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Development Studies, Sociology, Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • At least five years (seven years for bachelor’s degree holders) of experience in knowledge management;
  • Experience in development, conceptualization or review of innovative initiatives;
  • At least five years (seven years for bachelor’s degree holders) of experience in projects management;
  • Experience in communication is an added value.

Skills

  • Familiarity with impact evaluations is desirable;
  • Good understanding of migration issues, trends and policies.
  • Excellent communication skills, especially in a multilingual setting; advanced writing skills particularly important;
  • Analytical, project management and organizational skills, including the ability to prioritize and manage simultaneous critical tasks;
  • Proven ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds; • High sense of responsibility and motivation;
  • Maturity of judgement to ensure the appropriate management of sensitive issues;
  • Demonstrated IT proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint;
  • Knowledge of graphic design and multimedia communication tools an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Spanish or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
