Junior Advisor – VET-Toolbox at the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ)


The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ’s portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

As a recognised development service provider, we currently have 556 development workers in action in partner countries.
  • Furthermore, in 2019, the Centre for International Migration and Development (CIM), which is run jointly by GIZ and the German Federal Employment Agency, placed 262 integrated experts and 515 returning experts with local employers in our partner countries, or provided them with financial support, advice or other services.  *Personnel and business figures as at 31 December 2019*

Programme

  • VET Toolbox is co-funded by the European Union and the German Federal Ministry of Economic Cooperation and Development (BMZ). It is a partnership of leading European development agencies, including British Council (UK), Enabel (Belgium), Expertise France (France), GIZ (Germany), LuxDev (Luxembourg) and AFD (France). The consortium is led by Enabel.
  • VET Toolbox services accompany European investments, to help improve local benefits (jobs, income, and employment) by addressing the skills gap and enhancing delivery of demand-driven skills development and VET, catering for investment needs in 11 countries in Sub-Saharan Africa (Kenya, Mozambique, Nigeria, Tanzania, Uganda, Senegal, Malawi, Ghana, DCR Congo, Ivory Coast, Rep. Congo) through targeted skills development and VET programmes.

VET Toolbox works on three key intervention areas:

  • Facilitating Public- Private Dialogue (PPD) and development of Public Private Partnerships (PPPs).
  • Enhancing skills development by supporting VET institutions and companies to deliver trainings in line with investments needs.
  • Stimulating VET reform through capturing lessons learnt and promoting good practice models.

Responsibilities
The Junior Advisor is responsible for:

  • Assisting Project Manager and Team leader on VETToolbox in managing project activities in Abuja, Lagos and Oyo.
  • Provide general administrative support to the Project Manager and Team Leader of the VET-Toolbox team.
  • Provide general administrative and technical support to the duties the Team Leader contributes to the GIZ-SKYE’s team.

Tasks
The Junior Advisor performs the following tasks:

  • Follow up, coordination and monitoring of trainings to ensure that planned trainings are being executed as scheduled and according to quality standards.
  • Receiving, sorting, collation, and processing of training reports and other documentation for submission to procurement and finance unit for payments.
  • Monitoring and coordinating training materials with procurement unit to ensure materials are available when and where needed.
  • Supports planning and implementation of employmentoriented skills development measures and capacity development of training providers and the partner’s contributions in the context of VET partnerships.
  • Supports the dialogue and knowledge exchange between VET institutions, companies, national institutions, associations on employment-oriented VET in Nigeria and regionally within the Toolbox 2 implementing countries.
  • Supports the procurement process for organizing workshops, seminars, conferences, public/private dialogues relating to VET-Toolbox activities.
  • Supports preparation and management of consultancy/short-term expert assignments.
  • Supports results-oriented monitoring, reporting, communication and knowledge management.
  • Performs other duties and tasks at the request of management.

Knowledge Management:

  • Supports in coordinating the identification, documentation and dissemination of good practices and policy recommendations in the country and to the TB2-team of the GIZ HQ.
  • Supports in ensuring knowledge transfer of relevant information to the TB2-team of the GIZ HQ and to other countries in which the VET-TB2 is implemented by GIZ.
  • Documents and adequately labels all relevant files for future use on the relevant platforms (Teams, DMS).
  • Supports results-oriented monitoring, reporting, communication and knowledge management.
  • Supports preparation of appropriate input for reports including annual reports or presentations.

Management Support:

  • Assists in preparing, conducting and documenting internal meetings.
  • Assists in preparing, conducting and documenting meetings with partners.
  • Assist in preparing data, facts, and figure for VET-Toolbox communication materials.
  • Conduct any other task as requested by Team Leader of VET-Toolbox and Head of SKYE Programme.

Required Qualifications, Competences and Experience
Qualifications:

  • Bachelor’s Degrees in in Business Administration, Economics, Social Science, International Relations

Professional Experience and Other Requirements:

  • A minimum of 1 year of work experience in the development sector.
  • Not more than 3 years of general work experience

Other knowledge, additional competencies:

  • Have a relevant graduate degree (or have equivalent relevant experience).
  • Work experience in the development sector, GIZ experience is an asset.
  • Have excellent communication, writing and analytical skills.
  • Have a high level of computer literacy.
  • Ability to manage changing circumstances and find collaborative solutions to ensure the project’s needs are met.
  • Ability to manage diverse activities, stakeholders and meet deadlines required.
  • Demonstrate an understanding of international development issues.
  • Demonstrate initiative and ability to work independently and as a member of a team to coordinate and/or lead the efforts to effectively meet M&E needs.
  • Proactive and strong team working abilities.
  • Strong organizational skills and attention to detail required.
  • Willingness to travel to project locations and monitor ongoing activities on the ground where required.

Salary
According to GIZ salary scale for Band 3
