Project Background

  • We are delivering the FCDO-funded LINKS – Catalysing Economic Growth in Northern Nigeria programme, which supports the development of a vibrant and diversified economy in key northern Nigerian states. The programme began in September 2019 and has a duration of 7 years.
  • The front-line components of LINKS activity are on (1) Investment promotion and facilitation and (2) Green Growth and climate smart agriculture, with a strong cross-cutting focus on gender and social inclusion (GESI) and monitoring, evaluation and learning (MEL).
  • Ultimately, the programme focuses on increasing incomes and creating jobs for the poor in Northern Nigeria. LINKS works across high potential pro-poor value chains, supporting them to become productive, competitive, and attractive for investment, and then encouraging actual investment into them.
  • To date LINKS has increased incomes of over 45,000 people, created over 2000 jobs, and piloted a number of innovative and climate smart agricultural initiatives, looking at production of reduced methane emissions rice, development of a regenerative agriculture platform and carbon project, and testing alternative fibre crops to cotton.
  • It has also facilitated over £16million of investment into private sector opportunities in the North and provided technical support to investment promotion agencies across the KKJ.

Key Responsibilities

  • The Intervention Coordinator (IC) works with the Green Growth Management Team and coordinates with Climate Smart Agriculture, Investment, and Monitoring and Evaluation workstreams.
  • S/he may be involved in supporting the implementation of several interventions or other organisational, administrative or operational tasks to further LINKS activities.

Tasks include working with team members to:

  • Support the development of LINKS concept notes, market systems and climate impact analysis, and investment cases
  • Make site visits to project partners and beneficiaries to understand and where possible address their constraints and issues
  • Support the Green Growth management to scope and elaborate potential project interventions
  • Implement interventions as agreed in the concept notes and project work plan
  • Undertake monitoring and follow up visits to project partners and beneficiaries to facilitate the uptake of new innovations (processes, business models etc)
  • Support the management in partner management in line with project plans and partner contracts
  • Where applicable, contribute to the development of intervention tools and the capacity building of key stakeholders;
  • Develop draft terms of references for consultants, support identification of potential candidates.
  • Ensure that intervention records, data and files are up to-date and accessible for review as needed by the team;
  • Take account of Value for Money (VfM) aspects in implementation which may mean developing and assessing tender and bid documents, and collecting and analysing intervention data to illustrate VfM
  • Support logistics of events and conferences, as well as consultants in field assignments
  • Within the scope of the interventions that the IC is responsible for, and in close cooperation with the M&E Coordinator, he/she will:
  • Participate in LINKS strategic planning exercises.
  • Retrieve, collect, collate and manage monitoring information related to the assigned interventions
  • Ensure M&E data is correctly filed and is updated on a regular basis
  • Report such to the M&E lead and IM
  • Comply fully to Tetra Tech processes, code of conduct and professionalism.
  • Any other duties relevant to this job description as may be required.

Skills and Qualifications

  • Undergraduate Degree in Business Administration, Agricultural Sciences, Social Studies or a related field
  • 3 to 5 years’ experience in project coordination or field extension support (or 8 years in lieu of a degree)
  • Experience in market systems development programming or field-based monitoring
  • Ability to project and partner manage
  • Good understanding of gender equality and social inclusion
  • Knowledge of climate change and nature-based solutions programming preferred
  • Experience working in the development sector, preferably with FCDO programming desirable
  • Good understanding of the economic and socio-political environment in Northern Nigeria
  • Strong logistical and operational ability, including planning of events both at community and State level
  • Excellent coordination and networking skills
  • Ability to think innovatively and bring interventions to scale
  • Excellent spoken English and Hausa is essential
  • Competent written English required
  • Strategic thinker
  • Self-starter and ability to think out of the box

Special Requirements:

  • The position will be based in one of following Kano, Jigawa, Nassarawa, Gombe or Bauchi with frequent travel to the other locations and occasional travel to Abuja and Lagos as required. Some out of hours work might be required.
