Duties andResponsibilities

A. Background and rationale UNRWA provides free education to over 540,000 Palestine refugee children in 702 schools across Gaza, West Bank, Lebanon, Syria, and Jordan. The Agency also operates eight vocational training centers and two educational science faculties (Faculty of Educational Science and Arts (FESA) in Jordan and Educational Science Faculty (ESF) in West Bank) for nearly 10,000 young people. The delivery of education services to Palestine refugees is aligned with the Education 2030 agenda, with the aim to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. UNRWA has completed its medium-term strategy (MTS) 2016-22 and has recently launched the strategic plan 2023-2028. The EMIS plays a central role in the monitoring of the strategic plan, and the day-to-day operations and planning. Launched in 2015, the current EMIS collects data at individual students and teachers’ levels. The development of the premises module and a parent portal will be completed in 2023. The review of EMIS has been completed in November 2022, and an EMIS policy was drafted in January 2023. The department is working very closely with the UNESCO International Institute for educational planning (IIEP), to conduct a rapid assessment of the data ecosystem for crisis and risk management. From 2023 onwards, the department of education intends to put more emphasis on data utilization at different levels of the administration, from Headquarters to the school levels. Doing so contributes to improving the quality of education data in UNRWA and participates in creating a sound data ecosystem in the agency. The implementation of the recommendations of the EMIS review must be properly planned and sequenced to guarantee that the expected results are achieved. It is in this context that UNRWA is seeking the services of an international consultant to develop a 3 years EMIS strategy. The consultant will use the 2022 EMIS review report, the draft EMIS policy and the report for crisis and risk management as the main reference documents to complete this assignment. Focus group discussions will be organized as well with the technical team and the EMIS advisory board. B. Deliverables and timelines UNRWA will not undertake any complementary data collection for the purpose of this strategy. As such, the strategy will be drawn from the EMIS review report and the draft EMIS policy. C. Organizational setting and reporting This position is situated within the UNRWA Department of Education at HQ-Amman. The consultant will work under the direct supervision of the Senior education program specialist. A. DESCRIPTION OF DUTIES AND RESPONSIBILITIES In accordance with Agency policies and procedures, the consultant will be responsible for the following: 1) Review the reports and other documentation available and prepare an inception report. The consultant will conduct an initial desk review of the EMIS review report, the draft EMIS policy and the report on the risk management to prepare an inception report outlining how she/he intends to complete the assignment, including the structure of the strategy. A meeting will be organized with the technical team to agree. 2) Propose a detailed structure of the 3-year EMIS strategy. After the feedback on the inception report is provided by the technical team, the consultant will draft the structure of strategy, including the key strategic objectives with clear justifications on how they contribute to tackle issues raised in the review report and implications of the roles and responsibilities underlined in EMIS policy. The draft will be shared with the technical team for feedback, and then with the EMIS advisory board for validation prior to further development. 3) The 3-years EMIS strategy The maximum expected length of the strategy is 20 pages excluding appendixes. The strategy will include i) under each strategic objective, the results chain (outcomes, outputs, activities, and inputs), ii) operational strategic plan over next 3 years, iii) a comprehensive risk matrix including likelihood and mitigation measures under each strategic objective, and the iv) the M&E matrix. Following feedback from the technical team and the Advisory board, the consultant will further revise and finalise the strategy.

Qualifications/special skillsThis consultancy is open to all candidates who meet the following minimum requirements:

  •  Advanced degree (Masters or equivalent) in economics, sociology, education, or related field
  •  At least 10 years of professional experience working in education M&E, management of education management information systems (EMIS) at national or international level, statistical capacity building in education, the development data production strategies or the development of data policy.
  •  Outstanding communication skills, with excellent command of spoken and written English.
  •  At least two continuous years of relevant international experience outside the country of which the candidate is a national or holds citizenship, a passport or national identity card.
  •  Excellent knowledge of MS-Office. DESIRABLE QUALIFICATIONS
  •  Experience in the elaboration of strategies for the development of statistics or education statistics
  •  Experience in the Middle East region and / or similar contexts.
  •  Understanding of the UNRWA / regional context.

  •  Outstanding communication skills, with excellent command of spoken and written English.

  •  The expected start date of the consultancy is 15 April 2023 until 15 July 2023 (3 months).
  •  The consultancy will be deliverable based, and payments will be released in instalments upon satisfactory receipt of agreed deliverables according to the work plan. Renumeration is based on P-4 level.
  •  The consultant will work remotely with her/his own tools and will conduct the consultations online. UNRWA will facilitate access to data and reports necessary for this assignment and will organize meetings with the stakeholders when needed. Duration of the contract: The proposed starting date is 15 April 2023 and ending on 15 July 2023.
