Context

This UNV assignment will be responsible for managing the regional response roster and lead its internal and external campaigns. On data analytics, it is responsible for the analysis, interpretation, and presentation of HR data including the maintenance of the Surge Tracking System for emergencies in the Latin America and the Caribbean region. This role will also provide oversight and quality assurance to recruitment of staff and non-staff requests. In addition to duty station specific vaccine requirements, appointments are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the appointment. It does not apply to UN Volunteers who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts. Task description

  •  Under the supervision of the HR Specialist Emergency, serve as focal point for the LAC RRR, with focus on: a. Updating page in LACRO HR site to promote LAC RRR;
  •  On LAC RRR campaigns (internal and external): a. Create and maintain assessment tool for use of Regional Advisers (RAs) to review RRR applications; b. Compilation of assessment results from RAs for approval by the Regional Director. Follow-up and communication with RAs as appropriate; c. Undertake all required HR actions throughout the entire roster exercise with focus on the candidate experience; d. Analysis, interpretation, and presentation of LAC RRR data to Management; e. Maintenance and data verification of LAC RRR database. Partner with DHR Emergency in New York in uploading accurate LAC RRR data for reporting in Power BI; f. Liaise with candidates in the various stages of the recruitment process including preparation and release of offers and regret letters;
  •  On emergencies: a. responsible for creating and maintaining the surge tracking system (STS) for each emergency arising in the region; b. Responsible for compiling surge information and for risk mitigation, analyse trends and challenges to present to the attention to the HR Specialist Emergency and Regional Chief of HR.
  •  Assist in the implementation of the Humanitarian Learning and Development Strategy in 2023 for learning activities of LAC RRR members. HR Data Analytics
  •  Prepare annual report analysing trends and challenges of LAC RRR participants and activities for review by HR Specialist Emergency and Regional Chief of HR. Raise relevant issues to HR Specialist Emergency impacting the LAC RRR;
  •  Collect, interpret and analyse HR data to help inform decision making on HR processes and strategies.
  •  Support the development and implementation of data collection systems to optimize data quality. Recruitment
  •  Serve as a back-up HRBP to the LACRO HR team as needed.
  •  Support the HR team on HR processes on staff and non-staff recruitments when required including conducting oversight and quality assurance of requisition and consultancy requests;
  •  Support to any other project during UNV assignment

Age: 27 – 80

Nationality

Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

3 years of experience in human resource management in an international organization and/or large corporation is required.

  •  Working knowledge of Excel and PowerPoint required.
  •  Experience in data analytics and PowerBi an asset;
  •  Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  •  Ability to work collaboratively and professionally in a multicultural team of international and national personnel;
  •  Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  •  Ability to extract and format data and conduct statistical analysis;

Required education level

Bachelor degree or equivalent in human resource management, business management, international relations, psychology or another related field is required;

Presential work. The UN Volunteer will work in the UNICEF LAC RO Regional Office in Panama.
