Context:

Under the overall guidance of the Chief of Mission and under the direct supervision of the Programme Manager (Community Stabilization), the Grants Officer will be responsible for organizing, tracking and monitoring all aspects of the grant cycle of the Niger Community Cohesion Initiative. This includes ensuring the thorough administration of all grant requirements and overseeing all aspects of the donor-provided grant activity database as a means of tracking each grant from start-up through to close out.

The Grants Officer will be one of the administrators of the NCCI program activity database, with the overall responsibility of ensuring that grant content and process consistently meet programme objectives and IOM standards. The successful candidate will strengthen and maintain the necessary administrative structures and inter-departmental processes to ensure grant transparency, smooth implementation, reporting, requisite controls, and monitoring.

Core Functions / Responsibilities:

  1. Supervise Grants Unit staff, provide training on all related aspects of the grants management process and database maintenance and ensure a high level of performance with the Grants Unit team.
  2. Oversee the development, tracking and control of grant proposals and approved grant activities. Identify and make recommendations for the resolution of bottlenecks to the Deputy Programme Manager and Programme Manager (Community Stabilization).
  3. Review and provide feedback on the accuracy of the Work Plan Tracker, activity budget, Grant Activity Matrix, Grant Closure Matrix and Internal Disbursement Tracker for weekly reporting to the Deputy Programme Manager and Programme Manager (Community Stabilization).
  4. Ensure the proper filing of grant support documents in NCCI program database,spot-checking weekly to support compliance with IOM regulations.
  5. For grant closure requests, review all supporting documents in soft copy grant files, hard copy grant folders and that all database actions are fully completed prior to the submission for closure approval.
  6. Develop, enhance, and maintain communication systems and data transfer with all program units in Niamey and the field. Maintain appropriate, program-wide standards of grant integrity, data collection and management, and information flow. Liaise with and provide training to staff, as needed, on how to document the grant life cycle.
  7. Ensure the database includes a system for the centralized financial tracking of all grant disbursements and support Grants Unit (GU) staff in the weekly reconciliation of Grants database financial tracking with IOM’s financial systems. Incorporate grant expenditure updates in weekly updates of grant activity trackers for the NCCI Senior Management Team (SMT).
  8. Produce reports and run queries from the database in a rapid fashion as requested by the Senior Management Team (SMT) and develop reporting templates and refine existing mechanisms as required to ensure appropriate institutional memory in the area of the Grants Activity Cycle (GAC) and the management of that cycle.
  9. In collaboration with the admin/finance team, contribute to the overall control of grant expenditures. Make sure that all expenditures made on the program are properly coded, as per IOM’s accounting system.
  10. In line with the GAC, liaise with NCCI counterparts and the donor as needed to revise and update the database.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration, Management, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in community-based and/or small-grants programming desirable, particularly in the areas of infrastructure works, procurement and civil-society strengthening;
  • Experience working in donor-funded programmes is an advantage;
  • Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols, andexperience working in a phase III or above security environment; and,
  • Reporting and database experience required, preferably with Microsoft Access.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Excellent analytical writing skills; and,
  • Good Knowledge of graphic design, Power Point, or other software to generate sophisticated reporting.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
