Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Donor Relations Division has the institutional responsibility for donor liaison, private sector partnership building, unearmarked funds mobilization, fundraising campaigns and guidance on donor reporting. Specifically, the Division’s functions include strengthening and diversifying IOM’s resources and collaboration with traditional and non-traditional donors; developing and coordinating implementation of IOM’s institutional resource mobilization strategy; acting as Secretariat for the Migration Resource Allocation Committee (MIRAC); and maintaining the Global Crisis Response Platform (GCRP) in collaboration with the Department of Operations and Emergencies (DOE).

Under the overall supervision of the Director, External Relations Department and direct supervision of the Chief, Donor Relations Division (DRD), and in close coordination with DRD units, the Donor Relations Officer will provide resource mobilization support to IOM’s Regional and Country Offices and will contribute to pursuing IOM’s objective to strengthen and expand donor understanding of, and support to the implementation of IOM’s field programmes and the achievement of IOM’s strategic goals.

Core Functions / Responsibilities:

  1. Liaise with IOM’s Regional and Country Offices to ensure that the donors’ contributions are reviewed and finalized in a timely manner in coordination with relevant units at Headquarters (HQ) the donor queries are addressed with efficiency, effectiveness and diplomacy; and that the Crisis Response Plans and/or Flash Appeals are shared with the donors in a timely manner.
  2. Provide overall guidance on donor relations’ matters to the Regional and Country Offices and HQ units to support their outreach efforts towards donors, governments and partners.
  3. Coordinate and contribute to the development, updating and dissemination to the Regional and Country Offices of the resource mobilization tools (Donor Alerts, Donor Profiles, Donor Funding Histories, DRD Intranet, etc). Monitor and contribute to the update and maintenance of the data used for generating the Donor Profiles and Funding Histories.
  4. Provide guidance and advice to the Regional and Country Offices and the HQ units on the development of IOM’s institutional Resource Mobilization Strategy, Goodwill Ambassadors guidelines including their operationalization.
  5. Build and maintain relationships with assigned donors in support of IOM’s Regional and Country Offices, programmes, projects and strategic goals, including inter alia: Australia, Denmark, Finland, Ireland, Japan, New Zealand, Norway, Republic of Korea, Switzerland and other emerging donors such as Czechia, Croatia, Estonia, Turkey, Slovakia, and the Gulf countries etc.
  6. Contribute to the institutional knowledge building and knowledge sharing related to donor liaison and resource mobilization through participation to events, trainings and briefings.
  7. Provide support to the Reporting Officer within DRD with by reviewing the draft interim and/or final narrative reports when requested or during the absence of the Reporting Officer.
  8. Undertake duty travel for donor liaison and coordination purposes as may be required.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Relations, Economics and Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in donor relations;
  • Experience in liaising with governmental and diplomatic authorities;
  • Experience in financial management an advantage.

Skills

  • In-depth knowledge of IOM project/programme activities and funding processes;
  • Excellent communication skills (written and verbal);
  • Excel proficiency an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

Internationally recruited professional staff are required to be mobile.
