Organisational Setting and ReportingThis position is located in the Operational Standards and Support Section (OSSS) at the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in New York, and reports to the Chief of OSSS in New York. The incumbent may be required to travel to remote locations, at times for extended periods, to conduct research and provide support to investigation teams as required. OIOS is the internal oversight body of the United Nations and assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, and inspection and evaluation services. ID/OIOS investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources and abuse of authority.

Responsibilities

Within delegated authority, under the supervision of the Chief of OSSS and their Team Leader, the Data Analyst will perform the following duties:

  •  Review quality of data input into the case management system, identify information gaps and make recommendations for improvement; build long-term sustainable solutions for quality assurance of data; data cleanse as required;
  •  Undertake analysis of extensive data sets; deliver adhoc requests for qualitative and quantitative statistics in accordance with ID’s data standards; deliver proactive analysis based on identification of trends;
  •  Deliver monthly, quarterly and annual analytical reports on behalf of the Division to a range of stakeholders according to a regular reporting calendar; deliver ad hoc reports as required;
  •  Assist with the production of specific briefings or presentations;
  •  Maintain knowledge of current data reporting tools and methodologies to strengthen ID’s delivery of analytical reporting;
  •  Maintain and develop OSSS’ SharePoint site to facilitate communication and sharing of information with the wider Division;
  •  Work collaboratively with colleagues to achieve Organizational goals in accordance with ID/OIOS standard operating procedures and in compliance with Organizational regulations and rules;
  •  Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting; and
  •  Perform other duties as required.

EducationAn advanced university degree (Master’s degree or equivalent) in statistics or a relevant discipline with a strong emphasis on statistical analysis is required. A first-level university degree in statistics or a field related to statistical analysis in combination with two additional years of qualifying experience may be accepted, in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work ExperienceA minimum of five (5) years of progressively responsible experience in a statistical, analytical, or similar role is required. Experience in delivering qualitative and quantitative reporting in a statistical, analytical, or similar role is required. Experience in cleansing, manipulating and managing the quality of large data sets is required. Several years of experience working with desktop applications and enterprise business intelligence solutions, such as MS Excel, PowerPoint, and Power BI, are required. Experience working in an investigative setting or with data relating to criminal conduct or misconduct is desirable. Experience working with website-based collaboration systems, such as MS Sharepoint site, is desirable. Two (2) years or more of experience in data analytics or related area is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official language of the United Nations is desirable.
