Context:

The International Organization for Migration (IOM) is committed to the principle that safe and orderly migration benefits migrants and society and is essential for the achievement of the Sustainable Development Goals (SDGs). As the United Nations (UN) Migration Agency, IOM supports the Member States to respond on all aspects of counter-trafficking responses across humanitarian and development settings.

Under the direct supervision of the Chief of Mission (CoM), the Counter Trafficking Project Coordinator will primarily be responsible for the supervision and coordination of the IOM Lao counter trafficking and protection portfolio at IOM Country Office (CO), including the implementation of the entire project cycle starting from project development, implementation and the like.

Core Functions / Responsibilities:

  1. Be responsible for strategic, technical, financial and administrative tasks to ensure effective implementation of counter trafficking projects in coordination with relevant IOM units in the Lao PDR CO, other relevant COs, Regional Office (RO) and Headquarters (HQ). These include effective monitoring and evaluation mechanism for project implementation.
  2. Provide technical inputs on counter trafficking project activities in Lao PDR and the region, including facilitating and acting as a resource person for consultations, trainings, workshops, etc. in coordination with the CoM and external/national experts and in compliance with IOM quality standards, rules and procedures.
  3. Act as counter trafficking focal point responsible for interfacing with government of Lao PDR, stakeholders, including providing technical assistance to the Government.
  4. In cooperation with the team and other relevant CO, RO and/or HQ, contribute to the effective monitoring and evaluation practices to ensure effective design and implementation of projects and activities.
  5. Under the supervision of CoM, be responsible for project development and ideas in coordination with Government counterparts/stakeholders by selecting and summarizing background information, assessing the local context for the planning of projects, and coordinating endorsement of project proposals through IOM’s inhouse system – Project Information and Management Application (PRIMA).
  6. Maintain effective working relationships with relevant governmental authorities, donors, UNCountry Team (UNCT), Non-Governmental Organisations (NGOs) and other stakeholders including different working groups.
  7. Participate a in various technical-level inter-agency meetings within UNCT and relevant coordination meetings in Lao PDR as required and advised by the CoM. Facilitate the Human Trafficking Working Group meetings.
  8. Support in promoting dialogue, information-sharing and cooperation among government and non-government actors on areas of cooperation and project implementation for counter trafficking at the national, regional and international level; promote internal information sharing within units in IOM Lao PDR.
  9. In coordination with Resource Management Unit (RMU), provide financial management and accountability of projects through effective budget planning and monitoring at all project implementation stages.
  10. Provide regular/strategic updates on the local and regional counter trafficking trends to the CoM. Be responsible for knowledge products such as policy briefs, programme summaries, press releases and other info sheets on counter trafficking needs.
  11. Draft project documents in compliance with donor, UNCT and IOM requirements, including monthly/interim reports, final reports, concept notes, activity updates, Monitoring and Evaluation, and other reports.
  12. Supervise and coordinate the work in counter trafficking project staff. Contribute to building staff capacity and provide feedback on performance.
  13. Undertake duty travel relating to project activities, as required.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Economics, Law, Migration, Political or Social Sciences, Management or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Sound project management skills as well as relevant experience working with national prosecutors and other law enforcement agencies in Laos.
  • Prior experience implementing anti-trafficking programs in Laos at national and local levels is desirable.
  • Experience working with the Government of Laos required.
  • Experience overseeing international donor-funded programs.

Skills

  • Knowledge or understanding of social, economic, and political context governing anti-trafficking and safe migration issues in Laos
  • Ability to work well independently and take initiative, as well as to work effectively in a team setting
  • Demonstrated interpersonal skills, creative problem solving, and ethical management skills
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft)

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Fluency in Lao language is an advantage.
