Organizational Context and Scope

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall supervision of the Chief of Mission in South Sudan, the direct supervision of the Program Coordinator (Reconciliation, Stabilization and Resilience Trust Fund (RSRTF), and in close coordination with the programmes support unit, the successful candidate will work closely with the management and programme staff to support in reporting, development of multiple project and internal coordination, representation, review, and quality control of project documents prior to donor.

Responsibilities and Accountabilities

  1. Draft RSRTF project reports in a timely manner, in coordination with other units, and in accordance with IOM procedures and donor requirements.
  2. Contribute to the development of new projects by selecting and summarizing background information.
  3. Prepare internal progress implementation analysis, provide input to programme monitoring, including supporting and documenting significant decisions, problems or deviations evaluating programming aspects to identify and contribute to the, prevention and mitigation of risks.
  4. Undertake field visits to project sites and provide ad-hoc support to field activities, field monitoring and verifications, as required.
  5. Assist in the preparation and scale up of new operations as required.
  6. Assist the Public Information Unit with the preparation of press briefing notes, presentations, talking points and any other materials related to the work of the Unit.
  7. Participate in internal and external meetings as required.
  8. Provide support to Mission’s Programme Support Unit when needed, in coordination with project coordinator and the Chief of Mission.
  9. Perform such other duties as may be assigned.

Required qualifications and experience

Education

  • Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or in Mathematics, Engineering and a related field from an accredited academic with two (2) years relevant experience; or
  • University degree in the above fields with four (4) years of relevant professional experience.

Experience

  • Proven experience in designing and implementation of assessments, field-based research and analysis, protection monitoring, programmatic impact monitoring.
  • Substantial knowledge of non-profit work including data collection and data analysis in post-conflict settings.
  • Knowledge of peacebuilding and recovery Principles, international standards, and Frameworks.
  • Proven experience in research and assessments on post-conflict and peacebuilding.
  • Knowledge and experience of peacebuilding programming are desirable.
  • Familiarity with and/or experience in South Sudan or in other conflict and post-conflict contexts in Africa is an asset.
  • Familiarity with and/or experience in post-conflict environments is an asset.
