Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

As of December 2022, the Regional Interagency Coordination Platform for Refugees and Migrants from Venezuela (R4V) estimated that more than seven million refugees and migrants were outside of Venezuela, with the mast majority being in Latin America and the Caribbean. Many of them are in situations of extreme vulnerability which highlights the need to increase the international commitment and solidarity in support of plans to respond to concerned governments, addressing the more urgent humanitarian, protection, and integration needs. On 12 April 2018, the UN Secretary-General, had tasked United Nations High Commissioner for

Refugees (UNHCR) and IOM to lead and coordinate the response at the regional level. On 28

May 2018, the IOM Director General, and the High Commissioner for Refugees, sent to the Secretary General a joint letter informing him of the establishment by the two agencies of an inclusive, overarching Regional Inter-Agency Platform to steer the response to the Venezuelan refugees and migrants.

As of January 2022, the Platform has brought together a total of 228 member organizations which have agreed to work together under the framework of the Regional Refugee and Migrant Response Plan (RMRP) which stipulates needs of 1.72 billion USD for 2023 alone. The requirements for robust reporting and continued involvement of partner organizations have significantly grown over time.

Under the overall Supervision of the Head of Operations for the Office of the Special Envoy for the regional Venezuela Situation in Panama City, Panama, and the direct supervision of the Head of the Interagency Coordination Unit, the Caribbean and Central America-Mexico (CAM) Sub-Regional Platform Coordinator will be responsible for leading interagency coordination efforts in the two sub-regions on behalf of IOM, in close partnership with UNHCR and other R4V partners.

Core Functions / Responsibilities:

  1. Co-chair and coordinate the work of the sub-regional interagency coordination platforms(Caribbean + CAM), including determining collective priorities, managing work plans, and secretariat functions.
  2. Facilitate the coordination of stakeholders and partners across sectors so that programmesand planning are enhanced, use of resources is optimized and there is active participation of the national governments, non-governmental organizations (NGOs), and UN agencies in R4V Platform meetings and processes.
  3. Act as focal point for and coordinate the Refugee and Migrant Response Plan (RMRP) at thesub-regional level, managing an inclusive and structured process that delivers high quality inputs.
  4. Participate in joint meetings with UNHCR’s representatives for the National Interagency Coordination Platforms and support the establishment of pathways for working together as co-leaders, including coordination with UN Resident Coordinator Offices and other partners.
  5. Contribute to a national and regional dialogue and exchange best practices through expertmeetings.
  6. Build the capacity of sector leads and co-leads, including non-IOM staff in the R4V structure,to provide effective leadership and coordination.
  7. Ensure efficient and timely circulation of information to stakeholders, regular and effectivecommunication between all stakeholders at country level and with the Regional Inter-Agency Coordination Platform.
  8. Promote the sharing of informative and updated data within IOM as well as with governments,UN and NGO partners and donor communities to enhance advocacy for migrants.
  9. Work with IOM’s programmatic staff to ensure that the RMRP is useful as a programming tool, identifying gaps and overlaps in sector programming and financing, address unmet needs, and orienting existing activities to address priority issues.
  10. In coordination with IOM Information Management (IM)/Reports officers, coordinate with the UNHCR IM Officers responsible for the Caribbean and CAM sub-regions to ensure that agencies report on activities and progress on a monthly basis (at minimum) in the information management system of ActivtyInfo.
  11. Supervise the preparation of sub-regional situation reports in coordination with UNHCR.
  12. Identify emerging issues in the sub-regions and contribute to the development of thematicreports.
  13. Coordinate with R4V focal points in Guyana, Dominican Republic, Trinidad & Tobago,Aruba, Curacao, Panama, Costa Rica, and Mexico on the implementation of RMRP activities in respective countries.
  14. Develop and maintain Terms of References and Standard Operating Procedures forcoordination structures and processes in the sub-regions.
  15. Draft and review concept notes, programme information materials and reports to ensurequality control and compliance with requirements and priorities.
  16. Participate and organize Interagency Coordination Platform meetings and draft minutes andreports for distribution to partners and internally within IOM.
  17. Monitor and coordinate IOM and partner national reporting in support of the RMRP.
  18. Advise, guide and support national platform product development (communication materials,crises response guidance and tools, etc.).
  19. Undertake field visits as necessary with the Caribbean and CAM sub-regions.
  20. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social/Political Sciences, Business Administration, International Relations, International Development, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Proven experience with inter-agency coordination, particularly in humanitarian responsecontexts through UN-led systems.
  • Proven experience with strategic planning approaches, information/data analysis, budget control and report writing.
  • Previous experience coordinating joint efforts in humanitarian/development situations between IOM/UN and 1) national governments and 2) international donors.
  • Experience in project cycle management, including the development and implementation ofprojects with large-scale donors, as well as monitoring & evaluation of projects.
  • Experience in the Latin America and Caribbean (LAC) region a plus.

Skills

  • Expert knowledge of MS office.
  • Excellent writing skills, particularly in English as this is the primary donor language.
  • Knowledge and understanding of migration issues in the region is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.
